Free ISO & IEC Standards for Classroom Use
ANSI offers engineering faculty an opportunity to use a number of normally expensive standards for free in-class use. This program is called the American National Standards Institute's University Outreach Pilot Program.

On DGFT portal linked with income tax database you can apply to get your IEC immediately.
Why are ISO standards not free?
ISO standards and technical documents are developed by volunteers. ISO does not pay for their services or even cover expenses. Yet when the work is finished even they are expected to buy a a copy of the final document from the organization that they volunteered to help.
