Car battery charging voltage range

The voltage of a car battery should be between 12.2 to 12.6 volts when the engine is turned off. A fully charged car battery voltage falls between 13.7 and 14.7 volts with the engine running. With the battery charge at 75%, the voltage can drop to 12.4 volts. At 25% charged, the voltage will measure around 12 volts.

This is why a battery charger can operate at 14-15 volts during the bulk-charge phase of the charge cycle When your battery is below 80% charged it will safely accept the higher voltage (read the spec of your battery to figure out the maximum voltage) and maximum current (Which should not be 20% of the total capacity of your battery)
