Car not in my name but I paid for it

You don't own the car until the Title is in your name. The Title is the ownership document, not the registration or insurance papers. If you paid for the car, you need to get the Title from the seller and take the Title to your version of the Department of Motor Vehicles and transfer the Title to your name.
