dedicated is nothing but what is says, a program that is dedicated to doing nothing but act as a server for the game. Non dedicated means your program is acting as the server and also running the game at the same time, so performance is not as good.
A dedicated server is an organization's own server and only contains its own data. A non-dedicated server means the server is hosted in a shared environment with other separate organizations.
