The National Energy and Climate (ENCP) Plan is a ten-year integrated document mandated by the European Union to each of its member states in order for the EU to meet its overall greenhouse gases emissions targets.
Luxembourg's NECP sets a target to reduce greenhouse gas emissions by 55% by 2030 (relative to 2005), while Luxembourg's National Air Pollution Control Programme (NAPCP) aims, among other things, to reduce fine particle pollution (PM2. 5) by 40% by 2030 (relative to 2005).
The government has adopted an ambitious target to reduce greenhouse gas emission by 50-55% by 2030 compared with 2005 and has proposed legislation aiming for a carbon neutral economy by 2050.
Luxembourg's low energy prices are a barrier to investments in energy efficiency and renewables.
