In July, 2011, the UN Human Rights Committee adopted a 52-paragraph statement, General Comment 34 on the International Covenant on Civil and Political Rights (ICCPR) 1976, concerning freedoms of opinion and expression. Paragraph 48 states:
There are a total of 168 parties to the International Covenant on Civil and Political Rights. Cote d'Ivoire ! The majority of states in the world are parties to the ICCPR. The following 29 states have not become party to it, however seven states have signed the Covenant, but not ratified it.
(3) Covenant on civil and political rights consists of 53 Articles and is divided into six part. While in parts I, II and third various rights and freedoms are enumerated, the other three parts are devoted with implementation procedure for effective relations of these rights along with the final clause
Of particular concern are widely formulated reservations which essentially render ineffective all Covenant rights which would require any change in national law to ensure compliance with Covenant obligations. No real international rights or obligations have thus been accepted.
