From July 1949 until May 1958, Leslie Illingworth was responsible for drawing over ninety percent of the political cartoons that appeared in Punch. Under the editorship of E.V. Knox (1932 to 1949), Illingworth had been allowed some latitude for controversy in his cartoons.

Illingworth had been to school with Ronald Niebour, who later worked alongside him as a cartoonist, but they lost touch when he joined the Western Mail and Niebour went into the Merchant Navy. In 1920 Illingworth won a County Scholarship to the Royal College of Art, where he received encouragement from William Rothenstein.
