In order to debug you need some code that runs.
A failed build means the code cannot be compiled => there is nothing to run.
Or maybe there is a previous successful build and there is something to run and debug but it is not the current code.

You have a build error or you need to rebuild the solution.
Open the solution in Visual Studio and try to build it.
If it has compile errors fix them until you can build it then try to browse to it again. has no errors.
And it works in no demo mode.
Open Visual Studio Installer, click Modify on the version that's not working, select the Individual Components tab, untick Intellicode and click Modify (bottom right).
Once it's finished, go through the same process but tick it this time, restart VS (which you have to do anyway).
Go to location of the project, delete .vs folder and re-build again.
