    Legalization is the process of removing a legal prohibition against something which is currently not legal.
    Legalization is a process often applied to what are regarded, by those working towards legalization, as victimless crimes, of which one example is the consumption of illegal drugs (see drug legalization)..

There are three ways to legalize an unsupported operations.
  1. Promote: promoting one type to larger type that supports the operation.
  2. Expand: open-coding another sequence of operations to emulate the operation.
  3. Custom: using a target-specific hook to implement the legalization.
The introduction of the Legalize phases allows all of the canonicalization patterns to be shared across targets, and makes it very easy to optimize the canonicalized code because it is still in the form of a DAG.
