The FBAT measures the cognitive abilities necessary for employment success as officers in the criminal justice system.
The Criminal Justice Basic Abilities Test (CJBAT), an offshoot of FBAT, was developed as a screening device for the hiring process of applicants in the fields of law enforcement and corrections.

The Commission recommends a two level test (i.e. the two issues using MCA parlance).
First does the Defendant have capacity to participate effectively in a trial; and.
Second, does the Defendant have capacity to plead guilty.
