Could a telescope detect CFCs in Earth's atmosphere?

If some alien population had polluted their world the way we polluted ours in the 20th Century, telescopes might just be able to detect the presence of CFCs in their planet's atmosphere

It would be a hint, potentially, of a technology-rich culture elsewhere in the universe
