The Impact and Effectiveness of Minimum Legal Drinking Age
Effects of minimum drinking age laws: review and analyses of the literature from 1960–2000 Journal of Studies on Alcohol Suppl 14 206–225 ISBN 978-1 |
Louisiana's drinking age was raised to 21 from 18 in 1986 to avoid losing federal highway dollars, but a loophole made it legal for bars and others to sell alcohol to those under 21, complicating possible enforcement of the law.
In 1996, that loophole was closed.
History of the MLDA
Following the repeal of Prohibition, nearly all State laws restricting youth access to alcohol designated 21 as the minimum age for purchasing and consuming alcohol (Mosher 1980).
Between 1970 and 1975, however, 29 States lowered the MLDA to age 18, 19, or 20.
After the 21st Amendment passed in December 1933, most set their legal minimum drinking age at 21.
This limit remained consistent until the late 1960s and 1970s.
During this time, numerous states lowered the minimum drinking age to 18.
