As an administrator, you can decide if users can create and edit sites in Google Sites. For you and your users to create and edit sites, Google Drive must be turned on. To verify if Drive is turned on for your organization, see Turn Drive on or off for users.
Sign in using your administrator account (does not end in @gmail.com). In the Admin console, go to Menu Apps Google Workspace Sites. Click Sharing settings - classic Sites. Click the name of the organization that you want to change. If you have a lot of organizations, click the '+' button to expand your options. Go to Site Visibility.
