  • Can a president make a treaty?

The United States Constitution provides that the president "shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two-thirds of the Senators present concur" ( Article II, section 2 ). Treaties are binding agreements between nations and become part of international law.

  • How many treaties does the United States have a year?

The United States enters into more than 200 treaties and other international agreements each year. These reduced rates and exemptions

The Effect of Tax Treaties

Residency for treaty purposes is determined by the applicable treaty. If you are treated as a resident of a foreign country under a tax treaty, and not treated as a resident of the United States under the treaty (i.e., not a dual resident), you are treated as a nonresident alien in figuring your U.S. income tax. For purposes other than figuring you
