The final contract for Rifleman Radios, awarded to Thales and Harris, was for up to $3.9 billion to deliver 193,276 more radios.
That amounts to around $20,000 per radio, including accessories and support; in 2014, the military expected the Rifleman Radio to cost about $5,600 per unit.
There are no military grade frequencies, just frequencies set aside for military use.
As to access, get a receiver that can receive on those frequencies.
Many of the military frequencies are accessible with ham radio equipment or off the shelf scanners.
What type of radio does the military use? The US military currently uses a frequency hopping radio series called the Single Channel Ground and Airborne Radio System, or SINCGARS.
The heart of the system is the RT-1523 radio.
