Under sub-rule (3) or rule 13 or the All India Service (Conduct) Rules, 1968, every member of the Service shall, if any member of his family is engaged in a trade or business, or owns or manages an insurance agency or commission agency, report that fact to the Government.

All India Service is governed by All India Service (Conduct) Rules, 1968 which specifies the code of conduct for Civil Servant in general. The All India Service (Conduct) Rules, 1968 were amended latest by Govt. of India by notification published in official Gazette of India on 10 April 2015.
Can a member of an All India service publish a book?
According to rule 6 of the All India Services (Conduct) Rules, 1968, a member of an All India service is not required to obtain the previous sanction of the Government for publishing a book or for contributing an article to a newspaper, periodical etc.
Are there time limits for disciplinary proceedings against members of All India Services?
Time limits for completing certain stages of inquiry into charges against members of the All India Services are laid down in sub-rule (8) and (12) of rule 8 of the All India Services (Discipline and Appeal) Rules, 1969. However, experience has shown that very often, disciplinary proceedings are inordinately delayed.
