What is an export control plan (ECP)?
The purpose of an ECP is to create a series of procedures that help organizations operate their export activities in accordance with the Export Administration Regulations (EAR). Though these guidelines are written specifically to assist with compliance with the EAR, requirements from other regulations can also be incorporated into your ECP.
How does the US export control system work?
The U.S. export control system spans several different licensing and enforcement agencies. The Department of Commerce regulates and licenses exports of dual-use goods and technologies—as well as some defense articles. The Department of State regulates and licenses exports of munitions.
