For 1 L of 4% Formaldehyde, add 800 mL of 1X PBS to a glass beaker on a stir plate in a ventilated hood.
Heat while stirring to approximately 60 °C.

How do you make 10% formalin?
Where only a standard stock solution of formalin* is available it is typically 37-40% formaldehyde (a gas) in aqueous solution and unbuffered.
To make a histological fixative from this we need a 10% solution** of this stock formalin i.e. 1 part of the stock formalin with 9 parts water, preferably distilled.
How do you make 3% formalin?
In a hood, immediately before use, prepare 3% (v/v) formaldehyde by adding 1.5 mL of 37% (w/v) formaldehyde solution to 48.5 mL of monobasic sodium phosphate buffer.
How do you make a 2% solution of formalin?
Prepare as follows: Add 2 g paraformaldehyde powder (e.g., Sigma, St.
Louis, MO) to 100 ml of 1 X PBS.
Heat to 70°C (do not exceed this temperature) in a fume hood until the paraformaldehyde goes into solution (note that this happens quickly as soon as the suspension reaches 70°C).
