What are the amendments in the US Bill of Rights?
The 1st Amendment guarantees freedom of religion, speech, and the press and grants the right to petition for redress and to assemble peacefully. The 2nd Amendment guarantees the right of the people to keep and bear arms. The 3rd prohibits the quartering of soldiers in private dwellings in peacetime.

How did the US Bill of Rights come into effect?
On September 25, 1789, the First Congress of the United States proposed 12 amendments to the Constitution. The 1789 Joint Resolution of Congress proposing the amendments is on display in the Rotunda in the National Archives Museum. Ten of the proposed 12 amendments were ratified by three-fourths of the state legislatures on December 15, 1791.

No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law. archives.gov
