Synology Photos only supports setting permissions for 1st and 2nd level folders. 3rd level folders and below inherit the settings of the 2nd level folders and require the appointed uses to have access to the 1st and 2nd level folders. Follow individual folder settings. To allow users to access subfolders, grant them at least Viewer permission.

And i agree that photo account is not needed since in dms there is possibility to create user and grand him permission only for Synology Photos app. In my opinion is best to have all user in one place so dsm user are enough.
