They are authored largely by the Rust library team, based on experiences building the Rust standard library and other crates in the Rust ecosystem. These are only guidelines, some more firm than others.

It can certainly be used to write efficient and fairly correct code, but the amount of work it would take to do so is more than other options available to make a slightly less performant (but still acceptable) backend.
