The realisations charge is a levy imposed by the government to fund the cost of certain activities undertaken by AFSA that benefit the personal insolvency system.
A Section 73 Proposal may take many forms, but it is made to a bankrupt's creditors and typically involves a compromise being reached whereby a fund of money (not otherwise available to the trustee in bankruptcy) is offered to the creditors.
