AICTE Public Notice issued in 20L7. The AICTE

letter dated 23.LL.2020 may be sent to the Chief Secretary office that AICTE recognition isnot course specific and this is only the endorsement of the decision of MHRD in this regard.

2Equivalency of the diploma in Tool

& Die offered by Nettur TechnicalTraining Foundation (NfiF),

Hyderabad

It was deliberated that the

similarity quotient for the diploma curriculum prescribed by NTTF vis-d-vis thediploma curriculum of HSBTE varied

between 44o/o- 600/o for various diplomaprogrammes and as per the policy /practice, the Board considers an AICTEapproved diploma programme for

recognition / equivalency when at least

75o/o of the curriculum matches with the

curriculum prescribed by the Board. The committee was briefed that the mattermainly concerned the diploma pass-out students from NTfF willing to seek admissions in degree courses through lateml entry in the State.

Any Technical Institute / University cateringto degree level courses are required tomake admissions as per tlte regulations

prescribed by the statutory regulatory bodyi.€., AICTE. In case, any clarification regarding the eligibility of diploma pass-out students from NTTF to a degree leveltechnical course is required by any

Technical Institute / University, the same

may be got clarified from AICTE, being the regulatory body.

As such the HSBTE does not prescribe the

criteria for admissions nor does it fall under its purview. Accordingly, NTTF may be intimated thattheir diploma level courses cannot be considered equivalent to diploma courses offered by HSBTE. However, the matter regarding the eligibility of their diplomapass out students to degree courses through lateral entry in the State may be taken up at appropriate level with the concerned UniversitiesAICTE.

All India Council for Technical Education

(AICTE) vide its letter dated 13.03.2003 had granted approval to certain defence institutions subject to the condition that the duration of the diploma programmes will be

The duration of the course is either not

mentioned in the certificates issued by the various Defence Authorities or in some cases duration of the courses is less than 03 years.

The matter was pursued with AICTE, the

Council vide letter no. F.No'

AICTE/P&APIMHRD/Misc,/2019/879 dated

04.09.2019 has clarified that AICTE is

granting approval to various defence institutions for conducting diploma / degree program. As per the norms of the AICTE diploma should be of 3 year duration and degree course of 4 year duration.

It was concluded that:

i. The Naval Trade Certificates issued by

Indian Navy place reliance upon

the National Classification of Occupation (NCO) Codes published by Directorate

General of Training (DGT), GoI from

time to time.

The DGT frames overall policies, norms

and standards for vocational trainings / craftsmen and crafts instructor trainings under the aegis of Ministry of Labour thereby catering to Vocational Training and Industrial Training Institutes in the

Country whereas, the diploma engineering

qualification in technical fields is regulatedby AICTE, the Apex body regulating technical education in the Country.

Accordingly, the Naval Trade Certificates

issued by Indian Navy cannot be considered equivalent to diploma level qualification(s). ii. As far as the certificates issued by

Indian Army and Indian Air Force are

concerned, the respective institute(s) may possess AICTE aPProval and the

DMC's / Marksheets issued bY the

concerned Authority may explicitly mention the 3 year duration of the respective diploma course. In case, the duration for the diploma course work is clearly mentioned on the certificates as

3 years or the total duration mentioned

in various DMC's sums uP as 3 Years, the case(s) maY be cons[dered,iii. The matter may be taken up by the

4Recognition of diploma in ElectricalEngineering fromAssam University, Silchar

The matter was deliberated at a length under

Agenda Item No. 6 above (pertaining to

degree level courses). As discussed the Central / State Universitiesdo not require prior approval of AICTE to commence any diploma level irrogramme in

Technical Education as held by Supreme

Court of India in Civil appeal 2056 of 1999 in

Bharathidasan University & ANR. Vs. AICTE

&Ors.

The committee observed that the diploma

level technical courses in various engineering disciplines offered by any Central / State

University may be recognized subject to the

condition that such courses are offered by the concerned University at its own Campus in Regular Mode and not through a Learning

Resource Centre in Distance Mode.

However, it was observed that we may seek

clarification from HVPNL / Assam University whether the diploma in Electrical Engineering run in collaboration with CIDC.is recognized by the State Government of Assam or not. Ifso, the relevant State Government Notification to this effect may be sought fromthe quarter concerned before deciding the instant matter .

5Equivalency of MechatronicsEngineering to theMechanical Engineering for

teaching purpose

It was deliberated and decided that the the

diploma course in the Mechatronics Engg. isnot equivalent to diploma in Mechanical Engineering in the light of report / decisionsof previous meetings of Equivalency

Committee meetings.
