Kenneth joined the Department of Foreign Affairs and International Trade (as it was then called) in 1999
as a career Foreign Service Officer. He has had overseas assignments in Johannesburg, Los Angeles and
Beijing as well as temporary assignments in Chongqing, Mumbai and Paris. He has had two headquarters assignments in the Department"s Legal bureau, in 2003-2005 as the Legal Officer in the Ocean &Environmental Law Division responsible for arctic sovereignty, maritime delimitations, and other law of
the sea related issues and more recently, for the period from 2014-2021 as part of the legal team responsible for preparing and filing Canada"s partial submission to the Commission for the Limits of theContinental Shelf in respect of the Continental Shelf in the Arctic Ocean.
