Performed the duties of the Deputy Agent in the Dispute concerning delimitation of the maritime boundary between Bangladesh and Myanmar in the Bay of Bengal, case no. 16 with the International Tribunal for the Law of the Sea (ITLOS) from 2009-2012 and in the Arbitration under Annex VII to the United Nations Convention on the Law of the Sea between Bangladesh and India in the Permanent court of Arbitration in The Hague in 2009-2014. Participating in Drafting and finalizing regulations for polymetallic nodules, Cobalt rich crusts and Ferro manganese sulphide in the

International Seabed Authority from 2008-2014.

Acted as the elected President of the Assembly of the International Seabed Authority from 2016- 2017
Participated as the head of delegation of Bangladesh in the negotiation of new convention called Biodiversity Beyond National Jurisdiction (BBNJ) since 2016. Working as Director in the Board of Directors of Biman Bangladesh Airlines since 2017. Teaching Law of the Sea as Adjunct faculty member in the Southeast and Stamford University,

Dhaka since 2004 and 2014 respectively.

Professional Experience:

Kenneth joined the Department of Foreign Affairs and International Trade (as it was then called) in 1999

as a career Foreign Service Officer. He has had overseas assignments in Johannesburg, Los Angeles and

Beijing as well as temporary assignments in Chongqing, Mumbai and Paris. He has had two headquarters assignments in the Department"s Legal bureau, in 2003-2005 as the Legal Officer in the Ocean &

Environmental Law Division responsible for arctic sovereignty, maritime delimitations, and other law of

the sea related issues and more recently, for the period from 2014-2021 as part of the legal team responsible for preparing and filing Canada"s partial submission to the Commission for the Limits of the

Continental Shelf in respect of the Continental Shelf in the Arctic Ocean. During this time, he was also

responsible for all aspects of Canada"s engagement with the International Seabed Authority (ISA), working closely with colleagues in Natural Resources Canada , Fisheries and Oceans Canada, and others on deep sea mining policy in the Area and the domestic implementation of Canada"s Article 82 obligations.
