Sur Chowdhury, Deputy Governor, Bangladesh Bank & Project Leader BFP-B Project, Ms. Sarah Cooke, DFID
Bangladesh Country Representative, Mr. David Munro, Team Leader from Nathan Associates, Officials from
DFID Bangladesh and Nathan Associates; my colleagues from Bangladesh Bank, other distinguished delegates and
guests; a very good morning to you all.Bangladesh
(BFP-award Governor of the Year, AsiaPacific-the Financial Times owned magazine the Banker. This is in recognition of our collective efforts
to promote financial inclusion and socially responsible financing that accelerates inclusive and sustainable growth.Ladies and gentlemen, Bangladesh is far
ahead of its neighbors in financial inclusion movement; in global financial inclusion index of the World Bank it ranks 'second' in SouthAsia. Till November, 2014 total 14.72 million
10 taka accounts have been opened where farmer's 10 taka account has numbered 9.72 million. As on December,
2014 around 8 lakh and 50 thousand school banking accounts have been opened with outstanding savings of
tk.717.49 crore. It is inspiring that 834 street children have already opened bank accounts by September, 2014 and
their outstanding balance amounted to tk. 7.4 lakh. To expedite mobile financial services, BB has permitted 28
banks by December 2014 and already 25.18 million mobile bank accounts have been opened creating employment
of about 5 lakh and 41 thousand agents across country. Its my pleasure to recall and as you know that the Alliance
for Financial Inclusion (AFI) has awarded BB for its policy contribution towards reaching out to mass people's
doorstep with mobile financial services.I am very glad to inform you that our financial institutions are continuously surpassing their self determined
annual target for MSME lending since its inception in 2010. This target based lending practices have been
recognized as world best practice for MSME lending, again by Alliance for Financial Inclusion (AFI) last year.
During the last five years, with our efforts, all Banks and NBFIs financed BDT 3,344 billion towards 2.2 million
MSMEs; out of which BDT 121 billion were financed towards 109,933 women led SMEs. More than 300,000 new
entrepreneurs were financed over the last five years for this policy support. More importantly, the MSME sector
has successfully created employment for more than 1.5 million people during the span of last five years. Even
though, we have a great success so far, however, we need more intervention to support MSMEs, especially to new
entrepreneurs and women entrepreneurs. I am hopeful that BFP-B project will be able to leave its footprint in the
areas of framing a conducive policy and regulatory environment supportive to MSME development and also in
introducing credit guarantee scheme for micro and small enterprises. The mutually supportive program components of the BFP-B program which include the Challenge Fund, the
Credit Guarantee Fund, and the Policy Component, will help financial inclusion expand substantially in
Bangladesh. The BFP-B will work in co-ordination with the regulators to ensure that the overall micro and small
enterprises lending will be conducive to our broad-based growth objective. I hope, the BFP-B will play a key role
in nourishing the micro and small enterprises to enhance their productivity and to contribute our economy in firm-
footing on inclusive growth base.Last but not the least, I would like to congratulate all of the participating institutions for their driving thrust for
mainstreaming the poor and the women in the financial inclusion initiatives. With these few words, I now formally
launch the 'Business Finance for the Poor-BD Project'. I wish the BFP-BD project a grand success.Thank you all for your patient attention.
