As the prevailing socio-

economic crisis continues to take its toll on families,

Uyo, the Akwa Ibom State

capital, has been besieged by local traders and others from the neighbouring states of

Abia and Cross River, forcing

traders in Itam, Akpan Andem,

Etuk Streets and Ikot Mbang

to display their wares by the

roadside.It would be recalled that the state government had announced the ban on street trading, after inaugurating a taskforce to ensure full compliance, but it seems not to be working as traders have summarily returned to the streets, leaving the inner markets empty.However, on a visit to some of the markets within Uyo metropolis, some of the traders who spoke to our correspondent said they prefer the roadside “because

inside the market is constantly muddy, some with stagnant water and heaps of rubbish left unattended to for days as the

rainy season sets in".One of the market women, Mfonobong Eyo, said “it is always worse during the rainy season as everywhere is ooded inside the market,

making it dicult for buyers to consider buying anything that

is not found on the roadside".It was also discovered that some of those selling on the roads are shop owners but had to bring out their wares

to counter strong competition with Igbo traders who usually come from the neighbouring

Aba, Umuahia and Onitsha

to sell their wares at reduced

price for quick turn over.A yam seller at the popular Akpan Andem market, who identied himself as Billy, told our correspondent that

the situation got worse during the lockdown occasioned by the outbreak of COVID-19, where markets were locked for supposed fumigation by government.He said people who were selling on the roadside had refused to return to their stalls even when the market was opened for normal business.

January to June this year.

Buhari in the letter, however, anchored his

fresh request on the fact that PMS subsidy was not duly appropriated for in the national budget beyond June.

According to him, the development is a

result of the provisions of the Petroleum

Industry Act, PIA, which stopped all such

payments after the June deadline given.

N4trn Fuel Subsidy: A Disturbing Regime

In another letter, dated April 12, 2022,

President Buhari requested the National

Assembly to approve an additional N1

trillion to his earlier N2.557 subsidy request to bring the total amount of payments to N4 trillion for the year 2022.?e President explained that the additional request was against the backdrop of adjustments to the 2022 ?scal framework which became imperative due to market developments occasioned by the spike in crude prices, following the Russian-Ukrainian war.?e chamber, accordingly, approved the President's request for an additional N3.557 trillion for PMS subsidy, with the passage of the 2022 Appropriations Act (Amendment) Bill, yesterday.Considering the report presented by the Committee on Finance in the House of Representatives, the chairman of the Committee on Rules and Business, Abubakar Fulata on behalf of chairman Finance, James Faleke, who was absent at the plenary, the House, however, amended the budget and framework.It caused an increase in the projected oil price benchmark to $73 per barrel, from $62, following a reduction in the projected oil production volume by 283,000 barrels per day, from 1.883 million barrels per day to 1.600 million barrels per day.?e House also made adjustments which

included an increase in the estimated provision for Premium Motor Spirit, PMS, subsidy for 2022 by N442.72 billion from

N3.557 trillion to N4 trillion, and as well

approved the ?scal de?cit of N7.35 trillion.?e issue of subsidy has been mired in several controversies, with one of the latest being that the government would no longer fund any subsidy for petroleum products. It is therefore an aberration to seek over N4 trillion to cater for subsidy; an approval that was swiftly given by the National Assembly. ?is has sent critics of the government reacting, thus heating the polity unnecessarily.With this forth and back approach on this issue, it does appear we are not prudent in our planning process and this subjects us to a laughable stock in related areas. It is even disappointing that despite humongous sums expended on subsidy, we are getting

less than salutary results from the sub- sector.

We urge the government to reconsider

its approach to be circumspect in handling issues relating to fuel so that we do not turn out ridicule in the league of oil producing nations. Like often said in local parlance

“One cannot live near a large river and wash

his or her hands with spittle".

Saudi Arabia's King Salman Humanitarian Aid and Relief Center, also known as KSrelief, signed three agreements with the International War and Disaster Victims Protection Association for the implementation of health projects in Somalia and Yemen, and for Syrian refugees in Lebanon.?e ?rst agreement includes plans for a dialysis center at Banadir Hospital in the Somali capital, Mogadishu, which will bene?t 280 people. It will provide specialised, life-saving services for patients su?ering from renal

failure. It will also help to improve the overall level of health services

and infrastructure in Somalia.?e second agreement relates to the implementation of the seventh phase of a prosthetics

and rehabilitation center in Marib province in Yemen, which will bene?t 3,649 individuals. It aims to provide prosthetic limbs for people with special needs, functional and physical rehabilitation services for people with prosthetic limbs, and outpatient care and community services. It will also help to enhance the professional and scienti?c capabilities of medical and technical sta?, prepare them to deal with speci?c types of cases, and limit the migration of specialized medical and technical cadres.?e third agreement is for the third phase of a project to develop

healthcare services for Syrian refugees and the host community in the town of Arsal in the Lebanese governorate of Baalbek. It will bene?t 75,000 people.

It aims to provide healthcare services, psychosocial, social and nutritional support, as well as participating in routine vaccination campaigns and providing fr

ee medications for Syrian refugees and Lebanese citizens. ?e project will also help to develop the national health information system and data management, support existing national programmes, and improve the e?ciency of monitoring and referrals.

It will participate in o?cial campaigns

to raise awareness of health and nutritional matters, promote personal and public hygiene, limit the spread of epidemic, contagious and communicable diseases, and measure the weight and height of children to help identify youngsters who need

nutritional support.?e project will provide psychological support to children, in particular those with motor or sensory disabilities, and help them to access specialised centers where

they can obtain the medical help and support they require.?e projects reect the desire of Saudi Arabia, as represented by
