For them, it is a big

victory and justi?ably so, since they had no real other option for their members.

We have had many enquiries and ques

tions from our members about the re form, if and when COPA would engage in a similar crusade. The answer is a simple no, not in any foreseeable future because we already have another option to satisfy the vast majority of our mem bers" needs. To address the concerns of those that have asked us questions, fur- ther in this COPA Flight Patrick Gilligan has written an article giving an over- view of the situation.

Understandably, we often compare

ourselves and look to the U.S. for changes that my may happen here, but we are a different and a sovereign country (I am still so surprised when members and non-members call me up and say "I"m a member of EAA or

AOPA, why should I be a member of

COPA?"). The world"s aviation entities

look to the International Civil Aviation

Organization (ICAO), where norms,

standards, policies, etc. that can be applied at a global level are defined.

The intent is really to set the bar for

safe global mobility, with recipes that can be applied in any ICAO member state. Even for medical categories. The names may differ (an ICAO Class 2 is the equivalent of a Canadian Category

3), but there are equivalences across

the countries and for any international flight, you still need to have an ICAO- recognized medical certificate, based on internationally applicable norms.

In Chicago in late July of this year,

COPA attended the International Council

of Aircraft Owner and Pilot Associations (IAOPA) biennial World Assembly meet ing in Chicago with about 25 other asso ciations like ours. COPA is the second big gest in the world after AOPA in the U.S.

In the end, several resolutions were pre

sented for adoption and one of them was to push ICAO in adopting something like the revised U.S. Class 3 for private pilots.

Accepting such a resolution is not done

on the spur of the moment and it needs to be looked at for more than just a few minutes, by each participating nation, to assess their needs but also the impacts should ICAO accept such a standard.

We are talking about provincial or state

norms (driver"s licenses) with varying degrees of conformity, dif?cult to verify and apply internationally.

The resolution passed, but was not ac

cepted unanimously. As the COPA repre sentative, I of?cially abstained. Based on the fact that we already have something similar in Canada, that we would need to study this carefully before following in these footsteps and that this is not one person"s decision, we need to discuss with you the members, through your elected board of directors. Pour elles, c"est une grande victoire

et avec raison car il n"y a pas vraiment d"autres options pour leurs membres.

Nous avons eu plusieurs demandes et

questions de la part de nos membres, à savoir si COPA allait s"engager dans une telle croisade. La réponse est tout sim plement non, pas dans un avenir prévis ible. Parce que nous avons déjà une au tre option pour répondre aux besoins de nos membres. Pour ce qui touche à ces points et pour ceux qui nous ont posé ces questions, Patrick Gilligan a écrit un article sur la situation plus loin dans le magazine.

À juste titre, nous nous tournons vers

les É-U pour entrevoir des changements qui pourraient survenir ici, mais nous sommes un pays distinct et souverain (je suis encore surpris lorsque des membres ou non-membres me disent?"?je suis déjà membre de EAA ou AOPA, pourquoi devrais-je être membre de COPA?? »).

tier se tournent vers l"Organisation de l"aviation civile internationale (OACI) où les critères, normes, politiques, etc. qui peuvent être appliqués globalement sont dé?nis. Le but est de dé?nir des jalons pour une mobilité globale sécuri taire, avec des recettes qui peuvent être mise en place dans tous les pays mem bres de l"OACI. Et ce, même pour les catégories médicales. Les noms peuvent différer (un certi?cat classe 2 de l"OACI est un certi?cat catégorie 3 au Canada), mais il y a des équivalences entre tous les pays et pour tout vol transfrontalier, vous aurez toujours besoin d"un certi -?cat médical reconnu par l"OACI, qui s"appuie sur des normes applicables in- ternationalement.
