of Chicago Municipal Code Section 4-60-040 (h), the City of Chicago

Department

of Business Affairs and Consumer Protection (BACP) and the above named

Licensee have agreed

to the issuance of a Package Goods Liquor License under the following conditions: 1. �Hours of Operation: a) Exterior Safety Plan Hours of Operation: The Exterior Safety Plan shall commence and be implemented one (1) hour before 7-11 opens for business and shall end one (1) hour after 7-11 closes for business b) Alcohol Sales Business Hours of Operation: Monday through Friday from 11:00 a.m.-11:00 p.m., Saturday 10:00 a.m.-l :00 a.m. and Sunday 11:00 a.m.-11 :00 p.m.

2. �Noise Control: The prevention ofNoise, Loitering and Traffic Impediments shall be

addressed with the following plans: a) Signage: 7-11 shall have large signs inside and outside the establishment at the entrance and exit areas stating: "Please do not cause loud noise, loitering or impairment of traffic to occur that will disturb our conununity as you enter and exit our

establishment." 3. �Alcohol Security Locks: 7-11 is putting automatic electronic locks on all alcohol

products in the coolers in the store

4. �No Alcohol In-Store Displays: There shall be no wann alcohol in-store displays in the

store.

5. �Loitering: Signage stating "Security Cameras are Operating in cooperation with The

Chicago Police Department-NO LOITERING IS

ALLOWED."

6. �Littering: 7-11 shall address littering by working with the Mall Management Company

(Mega Properties, LLC) to assure the Management maintenance personnel walk the area within a 40ft. perimeter of the establishment and clean up any litter, bottles and other refuse to maintain a clean area and community.

7. �Fighting and Criminal Activity-CAPS: 7-ll shall prevent fighting and criminal

activity by its management personnel that shall be adequately trained and take the

OF AGE classes to know the law and cooperate immediately with the Chicago Police Department and community in preventing and immediately reporting any fighting and/or criminal activity that occurs at or within sight of 7-1 1 as required under the law.

7-11 will continue to work with the Chicago Police Department and attend CAPS

meetings to work with the community at Beat 22.

8. �Lighting, Surveillance and Trained Management Personnel: 7-11 shall place lighting

on all areas of the building where there are entrances and exits and shall have professional surveillance cameras at each area of the new lighting fixtnres. 7-11 agrees to store the surveillance camera tapes for 60 days and shall have trained personnel on the premises at all times to assist the Chicago Police Department Personnel to have immediate access to the camera surveillance tapes in emergency conditions. The lighting and surveillance camera programs shall be in total compliance with the city laws and with . the BACP Rules inclnding the conspicuous signage notifying the public that video surveillance cameras are in operation. a. Internal Surveillance Cameras -There will be inside the store intemal surveillance cameras photographing the following areas of the store: (l) Cash Register Area, (2) Liquor Sales Area, (3) Rear-Store Exit Area and ( 4) All storage areas.

9. �Assignment-This Plan of Operations and Responsible Alcohol Sales Plan shall be

binding on all successors, assigns and/or new franchisees of this store who shall operate under all the City of Chicago Licenses for this location. a. Product Sales Restrictions -One-Half Pints will not be sold, hard spirits at a retail 2

price below six dollars ($6.99) and ninety nine cents will not be sold and no beer, wine or malt liquor in single serve (containers) will be sold. 10. Plan of Operation and Responsible Alcohol Sales Plan: This Plan of Operation and Responsible Alcohol Sales Plan shall commence immediately upon the City of Chicago grant of the Package Goods Liquor License to 7-ll. The conditions of the Package Goods Liquor License issued pnrsua11t to this Plan of Operation are legally binding and may be enforced by the City of Chicago enforcement authorities under

Section 4-60-040 (h)

of the City of Chicago Municipal Code. All other conditions of the license are govemed by the City of Chicago Municipal Code. Violation of the above stated conditions may result in the imposition of a fine and/or suspension or revocation of all business licenses issued to the Licensee. Violation of the above stated conditions may also result in the issuance of Cease and Desist Orders prohibiting the activity which violates the conditions of the liquor license.

The conditions

of the Package Goods license issued pursuant to this Plan of Operation shall apply to the business address and License and to all officers, managers, partners, and direct or indirect owners of the licensed entity. The sale of the business to other persons purchasing the stock or membership units of the licensed entity does not void the conditions of the license. Any and all potential new owners of the licensed entity shall be subject to the same conditions set forth in this Plan of Operation.
