As China's gateway to the skies, the Beijing Capital International Airport handles the largest number of pas- sengers in the country, and since the existing airport facili- ties had already exceeded capacity, this project was devised to meet demand in 2005. The project covered the construction of airport facilities including passenger and cargo terminal buildings, which were funded by ODA loans disbursed in three phases,1993, 1995, and 1996, with work being completed in Sep-
tember 1999. The scale of facilities was revised upwards during the appraisal conducted for the Phase II loan because contin- ued growth in passenger numbers during implementation had surpassed the previous forecasts. In the year following completion (2000), numbers were up by close to 20 per- cent over the previous year and had already reached 21.69 million, well over the original forecast level of 14.7 mil- lion. Moreover, cargo volumes had also increased from220,000 tons in 1996 to 530,000 tons in 2000.
Passenger numbers and cargo volume passing through Beijing are forecast to continue increasing, and the effects of this project are expected to be further displayed. Operation and maintenance of the airport are being con- ducted effectively and no problems have been identified either in terms of organizational structure or financial sta- tus of the executing agency.
