Article i.

Des colis postaux grev~s de remboursement peuvent dtre 6chang~s entre le Royaume-Uni ett a Suisse.

Article 2.

i. Le montant maximum du remboursement est fixf L 40 pour chaque colis AL d~livrer dans le Royaume-Uni et "t Fr. 1ooo pour chaque colis i distribuer en Suisse.

2. En calculant le montant du remboursement, les fractions d'un penny ou de IO centimes

seront n~glig~es.

Article 3.

I. Chaque Administration fixe le droit special hi percevoir de 1'exp~liteur d'un colis grev6 de remboursement. Ce droit ne doit pas d6passer : a) 2 / d. pour chaque fI ou fraction de LI grevant les colis consign~s dans le Royaume- Uni. b) 20 centimes pour chaque 20 francs ou fraction de 20 francs grevant les colis consign~s en Suisse.

2. Les deux Administrations se communiqueront r~ciproquement le droit special fix6 dans

leur service en vertu de l'article pr&dc~ent ainsi que tout changement qui pourrait y 6tre apport6 post~rieurement.

3. Le droit est r~parti entre 1'administration du pays d'origine et celle du pays de destina-tion

de la manire fix~e dans le R~glement de detail.

4. x. Outre le droit spcial fix6 dans l'article pr~c&lent, l'Administration du pays de consignation pout prdlever de 1'exp&liteur un droit de consignation et l'Administration du pays de destination peut percevoir du destinataire un droit de livraison (distribution).

THE EXCHANGE OF POSTAL PARCELS' CONCLUDED ON

JULY i2/2o, 1896, BETWEEN THE POST OFFICE OF GREAT BRITAIN AND IRELAND AND THE POST OFFICE OF SWITZER- LAND, SIGNED AT LONDON, FEBRUARY 4, 1920, AND AT BERNE,

FEBRUARY 28, 192o.

Article i.

Parcels subject to the collection of Trade Charges can be exchanged between the United King- dom and Switzerland.

Article 2.

(I) The maximum amount of Trade Charge in the case of parcels for delivery in the United

Kingdom is fixed at J 4o per parcel, and, in the case of parcels for delivery in Switzerland, at iooo

francs per parcel. (2) In calculating the amount of Trade Charge, fractions of a penny or of io centimes are ignored.

Article 3.

(i) Each Administration fixes the special fee to be levied from the sender of a parcel subject to a Trade Charge. This fee must not exceed : (a) 2 % d. for each JI or fraction of Lt to be collected, in the case of parcels posted in the United Kingdom. (b) 20 centimes for each 20 francs or fraction of 20 francs to be collected, in the case of parcels posted in Switzerland. (2) Each Administration shall communicate to the other the special fee fixed in its service by virtue of the preceding paragraph, as well as any alteration subsequently made in it. (3) This fee is shared between the Administration of the country of origin and that of the country of destination in the manner prescribed in the Detailed Regulations.

Article 4.

(i) In addition to the special fee fixed by the preceding Article, the Post Office of the country in which a parcel subject to a Trade Charge is posted may collect a posting fee from the sender, and the Post Office of the country of destination of a parcel subject to a Trade Charge may collect a delivery fee from the addressee. 2. Le droit de consignation ne doit pas d6passer:

a) Lorsque le coils est consign6 dans le Royaume-Uni, 2d. par coils; b) Lorsque le colis est consign6 en Suisse, 25 centimes par coils.

3. Le droit de livraison ne doit p.s d~passer :

a) Lorsque le coils est ddlivr6 dans le Royaume-Uni, 4d. par coils; b) Lorsque le colis est dffivr6 en Suisse, les taxes en vigueur dans le service int~ieur sisse.

4. Les deux Administrations se communiqueront r6ciproquement les droits spciaux fixes

dans leur service en vertu du present article ainsi que tout changement qui pourrait y Atre apportd post&ieurement.

5. Ces droits restent acquis l 'Administration qui les a encaiss~s.

A rtice 5.

Les montants de remboursement encaissis sont rglds par mandats de remboursement exempts de tons droits. Le montant d'un mandat de remboursement non distribuable reste & la disposition de l'Administration du pays d'origine du cols, k laquelle le remboursement est payable.

Article 6.

i. La perte d'un coils grev6 de remboursement engage la responsabilit6 du service postal

dans les conditions fix6es par la Convention en vigueur entre l'Administration des postes de laGrande-Bretagne

et d'Irlande et l'Administration des postes 5uisses concernant les colis postaux non grev~s de remboursement.

2. Apr s la dlivrance d'un colis, 1'Administration du pays destinataire est responsable du

montant du remboursement A moins qu'elle ne puisse prouver que, lors de la transmission k son service, ni le colis nile bulletin d'accompagnement ne portaient les indications prescrites par le R.glement d'ex~cution concernant les coils grev~s de remboursement. Toutefois, une r clamation au sujet de la manire dont il a 6t6 dispos6 du montant d'un remboursement n'est admise que dans le d~Iai d'une annie, h compter depuis la consignation du colis.

Article 7.

L'exp liteur d'un colis consign6 sur la base du present Arrangement n'a pas la facult de faire annuler ou r&luire le montant du remboursement apr~s la consignation du colis.

Article 8.

Les deux Administrations s'engagent h admettre le transit dans leurs services des coils pos- taux grev~s de remboursement. Toutefois, les montants de remboursement encaiss~s seront contr6lis et r~glds directement entre le3 Administrations d'origine et de destination des colis.

Article 9.

Les deux Administrations sont autorisdes hL arr~ter d'un commun accord les mesures de detail n~cessaires pour assurer 1'ex6cution du present Arrangement et h les modifier en tout temps selon les besoins du service.

(2) The posting fee must not exceed : (a) In the case of a parcel posted in the United Kingdom, 2d. per parcel. (b) In the case of a parcel posted in Switzerland, 25 centimes per parcel. (3) The delivery fee must not exceed : (a) In the case of a parcel delivered in the United Kingdom, 4d. per parcel. (b) In the case of a parcel delivered in Switzerland, the charges in force in the Swiss. inland service: (4) Each Administration shall communicate to the other the special fees fixed in its service by virtue of this Article, as well as any alterations subsequently made in them. (5) These fees shall be retained by the Office which collects them.

Artice 5.

The amounts of Trade Charges collected are liquidated by means of Trade Charge Money Orders which are issued free of all charges. The amount of a Trade Charge Money Order which cannot be delivered remains at the disposal of the Administration of the country of origin of the parcel on which the Trade Charge is- payable.

Article 6.

(i) The loss of a parcel subject to a Trade Charge entails respo-, sibility upon the postal service in the conditions fixed by the agreement in force between the Post Office of Great Britain and

Ireland and the Post Office of Switzerland for the exchange of parcels not subject to a Trade Charge.

(2) After the delivery of the parcel, the Post Office of the country of destination is responsiblefor

the amount of the Trade Charge, unless it can prove that the parcel and the relative Despatch Note did not, when transmitted to its service, bear the indications prescribed in the Detailed Regu- lations for parcels subject to Trade Charges. Nevertheless an application as to the disposal of the amount of a Trade Charge is only entertained if made within a year of the posting of the parcel.

Article 7.

The sender of a parcel posted under this arrangement may not have the amount of the Trade

Charge cancelled or reduced after posting.

Article 8.

The two Administrations undertake to admit parcels subject to Trade Charges in transitthrough their services. Nevertheless the accounts relative to the Trade Charges collected will be drawn up and settled directly between the Post Offices of origin and destination of the parcels subject to

Trade Charges.

Article 9.

The two Administrations are authorized to fix by common consent the measures of detail necessary for ensuring the performance of the present Agreement and to modify them from time to time in accordance with the needs of the service.

Article io.

Cet arrangement entrera en vigueur i la date A convenir par les deux Administrations. Article

i.

i. Les colis postaux grevds de remboursement et les bulletins d'exp~dition qui s'y rapportent doivent

porter l'indication (, Remboursement D 6crite ou imprimde d'une manidre bien apparente iL c6td de l'adresse;

en outre, le montant du remboursement doit 6tre indiqu6 en caractres latins, dans la monnaie du pays dlorigine sans ratures ni corrections, m~me certifides exactes.

2. Chaque colis grevd de remboursement doit 8tre accompagn6 d'un bulletin d'expddition s6par6.

3. Chaque colis grev6 de remboursement ainsi que son bulletin d'exp~dition doivent porter une

etiquette rouge avec l'indication ,c Remboursement D en caractdres latins.

4. Chaque colis grev6 de remboursement consign6 sur la base de cet Arrangement doit porter sur

Chaque colis grev6 de remboursement est inscrit sur la feuiile de remise avec l'indication du mon- tant du remboursement.

3. x. Chaque colis grev6 de remboursement doit 6tre accompagn6 d'un mandat de remboursementconforme ou analogue au specimen B joint au present Arrangement. Ce mandat A joindre au bulletin

d'expddition devra indiquer le montant du remboursement dans la monnaie du pays d'origine, et porter,

dans la rdgle, l'expdditeur du colis comme destinataire du mandat. II est cependant loisible & chaque

Administration de faire adresser les mandats concernant les colis originaires de son service, aux offices

d'origine des colis ou h d'autres offices.

2. Des indications au crayon ne sont pas admises pour les mandats de remboursement.

Article

4. A moins d'arrangement contraire entre les Administrations d'origine et de destination, les montants

des mandats de remboursement sont convertis en monnaie du pays destinataire par les soins des offices

de poste de l'Administration de ce pays qui utiliseront h cet effet le taux de conversion en vigueur pour la

conversion des mandats de poste ordinaires i destination du pays qui a exp~di6 les colis.

This Agreement shall come into force on the date to be agreed upon between the two Admin- istrations. It will remain in force until the expiry of one year from the date on which either Administration shall give notice to the other of its intention to terminate it. Done in duplicate at London the 4th day of February, 192o, and at Berne the 28th day of

February, 1920.

DETAILED REGULATIONS FOR CARRYING OUT THE AGREEMENT CONCERNING THE EXCHANGE OF POSTAL PARCELS SUBJECT TO TRADE CHARGES CONCLUDED BE- TWEEN THE POST-OFFICE OF GREAT BRITAIN AND IRELAND AND THE POST-OFFICE

OF SWITZERLAND.

Article I.

(i) On parcels subject to Trade Charges, and on the Despatch Notes relating to them, the word Remboursement " must be written or printed boldly beside the address, and after it the amount of the Trade Charge must be shown in Latin characters, in the money of the country of origin, without erasure or correction, even if certified. (2) Each parcel subject to a Trade Charge must be accompanied by a separate Despatch Note. (3) Each parcel subject to a Trade Charge and the relative Despatch Note must bear a red label with the word " Remboursement " in Latin characters. (4) Each parcel subject to a Trade Charge posted under this arrangement must bear on the cover

and on the back of the relative Despatch Note a request signed by the sender that, if the parcel is undeliver-

able at the expiration of x5 days from its arrival at the place of destination, it is to be (a) abandoned

or (b) returned to him at his expense.

Article 2.

Each parcel subject to a Trade Charge is entered on the parcel bill with a note of the amount of the

Trade Charge.

Article 3.

(') Every parcel subject to a Trade Charge is accompanied by a Trade Charge Money Order in conformity with, or analogous to, the specimen B annexed to the present Agreement. This Money Order, which is attached to the Despatch Note, should bear a statement of the amount of the Trade Charge in

the currency of the country of origin and should show, as a general rule, the sender of the parcel as payee

of the Order. It is free to each Administration, however, to have the Orders relating to the parcels originating in its service addressed to the Offices of origin of the parcels or to other offices. (2) Entries in pencil will not be allowed on Trade Charge Money Orders.

Article 4.

Except by contrary agreement between the Administrations of origin and of destination, the amounts of the Trade Charge Orders are converted into the currency of the country of destination by the Post

Office of that country, which uses for this purpose the same rate of conversion as it uses for the conversion

of ordinary Money Orders drawn on the country of origin of the parcels.

Article 5.

i. Imm~diatement aprs avoir encaiss6 le montant du remboursement, l'office de destination ou

Service o du mandat de remboursement et, apr~s y avoir appliqu6 son timbre & date, le renverra franc

de taxe au pays d'origine de la manidre prescrite par l'Art. XXIV, chiffre x, du Rdglement d'ex6cution

de la convention principale de l'Union postale ou de tout autre article qui pourrait lui 6tre substitud.

2. Les mandats de remboursement sont pay6s aux conditions d6termindes par chaque Adminis-

tration pour le paiement des montants de remboursement aux exp6diteurs des cols.

Article 6.

z. Les coils postaux grevls de remboursement peuvent 6tre r~exp6di~s si le nouveau pays de desti-

nation entretient avec celui d'origine un dchange de coils grev~s de remboursement. En cas de r6exp6-

dition, les colis doivent 6tre accompagnds du mandat de remboursement libell6 dans le pays d'origine.

Le nouvel office de destination proc~dera pour le r6glement du remboursement comme si le coils lui avait t6 transmis directement.

2. Si Yon demandait la r6exp&iition dans un pays n'ayant pas d'6change de colis en rembourse-

ment avec le pays d'origine, le colis serait & consid rer comme non distribuable.

Article 7.

r. Les mandats de remboursement relatifs .des colis qui sont renvoyds A l'origine pour une raison

quelconque doivent 6tre annulds par l'Office qui renvoie les coils et 8tre annexes aux bulletins d'exp6-

dition.

2. Les mandats de remboursement dgarbs, perdus ou d6truits avant l'encaissement du rembour-sement

sont remplac6s, sans autres formalit6s, par de nouveaux mandats portant en tete la mention

£DuplicataD. La demanne de fournir un duplicata est & adresser directement A l'office d'origine du

colis.

3. Les mandats de remboursement mal dirig6s, perdus ou d6truits apr6s encaissement du rem-

boursement sont remplac6s de m6me par des duplicatas ou par des autorisations de paiement aprds qu'il

boursement sont remplacs de meme par des duplicatas ou par des autorisations de paiement aprds qu'iI a 4W dtabli par les deux Administrations qu'ils n'ont t6 ni pay6s ni rembours6s.

Article 8.

i. Les mandats de remboursement non distribuables sont, L 1'expiration du d61ai de validit6 fix6

par l'Arrangement conclu entre les deux Administrations pour l'dchange des mandats de poste, quittancds

par 1'Administration du pays charg6e d'effectuer le paiement et port6s au d6bit de 'Administration qui les a dmis.

2. Les mandats de remboursement qui ont t6 d6livr6s aux b6n6ficiaires et qui n'ont pas dtd encaiss6s

sont, hL 1'expiration du d61ai de validit6 fix6 par 'Arrangement conclu entre les deux Administrations

en ce qui concerne les mandats de poste, remplac6s par des autorisations de paiement. Celles-ci sontdressdes

par I'Administration qui a dmis les mandats d6s qu'elle a pu constater que les titres originaux

n'ont pas 6t6 payds dans le dd1ai de validitd. Elles sont quittancdes par l'office de destination et inscrites
