Background
The "List of Monetary Financial Institutions
and institutions subject to minimum reserves" ("List of MFIs") is published by the EuropeanCentral Bank in accordance with Article 3.2 of
the Regulation of the European CentralBank of 22 November 2001 concerning the
consolidated balance sheet of the monetary financial institutions sector (ECB/2001/13) and Article 2.3 of the Regulation of theEuropean Central Bank of 12 September
2003 on the application of minimum reserves
(ECB/2003/9). AimThis publication relates to the Monetary
Financial Institutions sector (MFI sector) as at
the end of December 2004.The List of MFIs comprises institutions
resident in the European Union (EU) which comply fully with the definition of an MFI 2 and correspond to Sectors 121 and 122 of theEuropean System of Accounts 1995
(ESA 95) 3 classification.The objectives of the List of MFIs include
facilitating the production of a comprehensive and consistent balance sheet of the money- creating sector in the euro area and ensuring that the information on the statistical reporting population is as complete, accurate 12See the "Definition of terms" below.

and Official Journal L 310, 30 November 1996. and homogeneous as possible. In addition to the national central banks of the EU and theECB, the List of MFIs includes credit
institutions (as defined in Community law), money market funds and other institutions fulfilling the MFI.The List of MFIs is moreover based on
Article 19.1 of the Statute of the European
System of Central Banks and of the
European Central Bank (Statute of the
ESCB), which empowers the ECB to require
credit institutions established in the euro area to hold minimum reserves in pursuance of monetary policy objectives.Branches located in the euro area of
institutions without a registered office in the euro area are also subject to theEurosystem's minimum reserve requirements.
The ECB may exempt a specific institution if
it is subject to winding-up proceedings or restructuring measures or if the application of the Eurosystem's minimum reserve requirements to the institution concerned would not serve the intended purpose. Only institutions subject to the Eurosystem's minimum reserve requirements are eligible to be counterparties to the Eurosystem's monetary policy operations.Structure
The introductory pages of this publication
provide definitions of relevant terms and analyses of the MFI sector in the EU as at the end of December 2004, including developments since the start of Stage Three vii of Economic and Monetary Union (seeCharts 1 to 6). MFIs of new Member States
are included in the list as of May 2004 upon their accession to the EU.The main body of this document provides a
comprehensive listing, by country and by category, of the MFIs established in the EU.It also states whether or not each institution
is subject to the Eurosystem's minimum reserve requirements.All the information in this publication has
been provided by the national central banks of the EU Member States.It should be noted that, in accordance with
Community practice, the EU countries are
listed in this publication using the alphabetical order of the country names in the national languages.Status of the publication
An updated version of the List of MFIs is
published monthly on the ECB's website (http://www.ecb.int ) in the "MonetaryFinancial Institutions" part of the "MFIs and
Eligible assets" section.
The full list and updates are made available
to the public on the last business day of each calendar month.Procedures for monitoring and continuous
checking have been established to ensure that the information contained in the List ofMFIs remains up-to-date, accurate and
consistent.The List of MFIs is published at the beginning
of each calendar year; this is the eighth in the series.This publication is available from the ECB
only in English, with national translations being left to the discretion of the EU national central banks.February 2005

The terms used in this publication for the categories and attributes of MFIs are defined below:Term Definition
EU European Union
Euro area The area of the 12 Member States of the European Union participating in Stage Three of Economic
and Monetary Union, namely Belgium, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, the Netherlands, Austria, Portugal and Finland. It should be noted that Greece joined the euro area on 1 January 2001.Euro area Member
States
The 12 Member States of the European Union participating in Stage Three of Economic and Monetary Union (cf. the definition of "euro area" above).Non-euro area
Member States
The Member States of the European Union not participating in Stage Three of Economic and Monetary Union, namely Czech Republic, Denmark, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovakia, Slovenia, Sweden and the United Kingdom.Eurosystem The European Central Bank and the national central banks of the Member States of the European
Union participating in Stage Three of Economic and Monetary Union.Monetary Financial
Institutions (MFIs)
Resident credit institutions as defined in Community law, and other resident financial institutions whose business is to receive deposits and/or close substitutes for deposits from entities other than MFIs and, for their own account (at least in economic terms), to grant credit and/or make investments in securities. Central banks The national central banks belonging to the Member States of the European Union.Credit institutions Any institution falling under the definition contained in the Banking Co-ordination Directive
2000/12/EC of 20 March 2000, as amended by Directive 2000/28/EC of 18 September 2000
(including the exempt credit institutions), whereby credit institution shall mean "(a) an undertaking
whose business is to receive deposits or other repayable funds from the public and to grant credits for its own account; or (b) an electronic money institution within the meaning of Directive2000/46/EC of the European Parliament and of the Council of 18 September 2000 on the taking up,
pursuit and prudential supervision of the business of electronic money institutions".Money market
funds Collective investment undertakings, the issued units of which are close substitutes, in terms of liquidity, for deposits and which primarily invest in money market instruments and/or in other transferable debt instruments with a residual maturity of up to and including one year, and/or in bank deposits, and/or which pursue a rate of return that approaches the interest rates on money market instruments. For non-euro area Member States (cf. the definition below), it should be noted that the applicable national legislation may differ from the provisions of ECB RegulationECB/1998/16.
Other institutions Other resident financial institutions which fulfil the definition of an MFI, irrespective of the nature of
their business.Foreign branch An institution falling under the definition contained in the Banking Co-ordination Directive
2000/12/EC of 20 March 2000, i.e. "a place of business which forms a legally dependent part of a
credit institution and which carries out directly all or some of the transactions inherent in the business of credit institutions; any number of places of business set up in the same Member State by a credit institution with headquarters in another Member State shall be regarded as a single branch". MFI ID The ID code is a unique identifier for each MFI.NAME The full registered name of the MFI.
ADDRESS The name of the street and the number of the building.POSTAL The postal code.
CITY The town or city of location.
HEAD OFFICE
This is comprised of two parts:
The country in which the head office is located, given as a two-digit ISO code (for foreign branches only). The full registered name of the head office (for foreign branches only).RESERVE This caption indicates whether or not the credit institution is legally subject to minimum reserve
requirements in accordance with Article 19.1 of the Statute of the ESCB. ixMFI sector analyses
