on - District 3B I really don't have a dog in this fight, but I live in the area and see way too many kids behind the wheel of golf carts on the road. If the individual is required to be licensed, and put a plate on the cart as ATV's and Side by Side's are required and pay a tab fee to be on the road, there should be no reaso n not to allow them. Currently All ATV riders born after1987 are required to complete at a minimum an online class to meet Safety Certificate
Requirements, the Golf carts should be the same. I have a licensed driver at home that is16 that is not allowed
to drive my Side by Side in the ditch or trails without a safety certificate, I certainly don't want anyone on the shoulder of a county road next to traffic without the same credentials. Thank you for your comments. Every person operating a motorized golf cart under permit on designated County Roads has all the rights and duties applicable to the driver of any other vehicle under the provisions of MinnesotaStatutes, Chapter 169, except when those
provisions cannot reasonably be applied to motorized golf carts. In addition, the County will review all requests to allow golf carts onCounty Roads within City or Township limits,
and ensure the City or Township has an existing ordinance in place that addresses all factors necessary to provide for safe and responsible operation of golf carts on county roads. 24/4/19 Thomas

I am totally against golf carts on county roads. The ATV thing has been a total disaster with riders abusing the rules. Golf carts are slower and too under powered to safely cross a road or intersection. Thank you for your comments. Concerning crossing a road or intersection using a golf cart, state statute already allows permitted golf carts to cross any street or highway intersecting a designated roadway (MN Statute 169.045 Subd. 5). 34/4/19

4/4/19 Randy Trask Dear Commissioners,
I am a seasonal resident of Crow Wing County owning property in Breezy Point and am one of the more than 400 golf cart owners that use our golf cart as a primary way to allow eco-friendly travel while in Breezy Point. Each year I license my golf cart with Breezy Point, and as part of that process, am required to provide evidence of insurance. In Breezy Points golf carts are common place and have been coexisting with automobiles for years. Having the restriction lifted to allow us to use the ten foot shou lders on County Roads 4, 11 and 39 would provide us the flexibility to access a number of important destinations in our golf carts and would be a welcome addition to the rules recently relaxed to allow ATVs to travel on those shoulders. Consider me a resounding voice in support of the golf cart restriction on County Roads 4,11 and 39.
Thank you for your consideration.

Dear Crow Wing County Land Services:
We are weekend seasonal residence at WhiteBirch RV Resort in Breezy Point (Block 19Lot 9).
We just learned about the 'Golf Cart Ordinance 30 Day Public Comment' opportunity, and want to thank the County for at least considering this wonderful option.Yes, we would
fully support the passing of this Ordinance. Of course, for the safety of all involved, I would expect that this would be during daylight hours, with proper slow vehicle signage (we have a reflective red triangle and our golf cart with campground number, block number and lot number, along with a registered seasonal permit through the City of Breezy Point). Also, making sure the drivers are of legal age and the golf cart is properly insured, are very important regulations. There are so many reasons why this would be a wonderful option. Taking our golf cart down to the local restaurant, groceries, or just a nice easy ride to the resort would be wonderful. This would even allow us to go shopping in Pequot Lakes, or perhaps Nisswa on a nice sunny day.Thank you for your comments. Section 3 of the
proposed ordinance outlines the requirements to obtain a permit through the city/township to operate on County Roads. Requirements ofSection 3 include:
3.3 Motorized golf carts may only be
operated on the right shoulder or the extreme right-hand side of the road,3.4 Motorized golf carts may only be operated
on designated County Roads from sunrise to sunset, unless equipped with original equipment headlights, taillights and rear-facing brake lights,3.5 Motorized golf carts may not be operated in
inclement weather or when visibility is impaired 192019 GOLF CART ORDINANCE

Staff Responses # 4 Please consider this ordinance for approval. We are hoping to make Crow Wing County our full time summer place soon as we near retirement, and this would be such an added benefit. Thanks for at least considering this, and have a safe and fun summer! by weather, smoke, fog, or other conditions, or at any time when there is insufficient light to clearly see persons and vehicles on the roadway at a distance of 500 feet.3.6 Motorized golf carts shall display the slow-

As a resident of breezy point I ask that you not allow this. They are such a nuisance here already. They drive down the middle of the road, refuse to move over and have 6 people hanging off the golf cart with alcoholic drinks in their hands. I'm fed up with the golf carts. I can't drive my atv on the road(which at least goes speed of traffic) don't let these golf cart people cause more issuesThank you for your comments. As required by
this proposed ordinance, golf carts would be allowed to cross any street or highway but they must be operated on the right shoulder or the extreme right-hand side of the road.Concerning alcoholic beverages, any person

Feedback: I don't really care. Golf carts on roads have never really bothered me, and it seems like it's pretty nice for visitors to be able to make quick trips to restaurants/stores form the resorts. I've never seen anyone driving them unsafely- including (and especially) teenagers. We live in a resort area, happy tourists are good for us, letting people zip around in golf carts makes for happy tourists.Thank you for your comments.

County Road 11 is very twisty over by Bushmann as drivers head out of town and I used to run on it all of the time. But these days running on the side of hwy 11 is barely safe for runners (I have recently stopped running on hey 11 due to the risks) with the inattentive drivers texting, talking, eating while driving that causes swerving at high speeds and could really cause a lot of damage to a golf cart! I can see it being available for golf carts on hwy 11 near the resort gas station where the speed limits are reduced but not once they get outside to the 55 mph zones. Thank you for taking my opinion into consideration with this ordinance.Thank you for your comments. If the proposed
Golf Cart Ordinance is passed, all legally
permitted golf carts must display the slow- moving emblem as required by MN Statute169.522. In addition to the slow-moving
emblem, golf carts may not be operated in inclement weather or when visibility is impaired and they may only be operated from sunrise to sunset unless equipped with headlights, taillights, and rear facing brake lights. 224/9/19 Troy

Really a golf cart ordinance? What about all the other recreational traffic? What hazards apply to using a golf cart really lets be real! I think the county has more important things to do then harass people with a golf cart.Thank you for your comments. Minnesota

To Whom It May Concern:
We are writing in support of the proposed ordinance to allow golf carts to travel on county roads in the city of Breezy Point. While we understand this is not the most serious and pressing issue facing our county and city, we are pleased that our city officials and council are working with Crow Wing County to discuss this possibility. When we moved to Breezy Point four years ago we noticed that many, many residents were utilizing golf carts to travel side streets.
