eacea -sport@ec.europa.eu 4 EN Grassroots sport programmes and infrastructure innovation This call for proposals serves to implement the Preparatory action for the implementation of the Grassroots sport programmes and infrastructure innovation in accordance with the Commission Decision C(2021)1658 of 17 March 2021 on the adoption of the 2021 annual work programme 1 for the implementation of pilot projects and preparatory actions in the area of education, youth, sport and culture. The practice of sport and physical activity in Europe traditionally takes place in the framework of sport clubs and organisations. These traditional structures organise sport practices in accordance with stable rules ("the rules of the game"). In many cases, large and costly sport facilities were generally the environment where those practices were organised. However, nowadays individual needs and preferences regarding sport are evolving rapidly. Figures concerning the participation in sport and physical activity indicate that there is a rising mismatch between the supply of sport via traditional sport organisations and the demand of individuals. In order to attract new generations, sport federations, organisations and clubs should improve their offer through creativity, innovation and new form of practices. They could consider working in two directions. First, they can consider enlarging their offer, making it more diverse, informal and open it to new publics, favouring at the same time democratisation and integration. They could secondly use and promote light and flexible sport infrastructures allowing the practice of sport in a wider diversity of places.

1. Objectives

The general objective of this action is to give the opportunity to sport organisations to develop and promote new forms of practicing sport and physical activity through the adaptation of the infrastructure and/or the offer of sport activities/programmes. This includes the development of new forms of sport and physical activities, the communication about these activities and their benefits as well as the development of small, recreational sport facilities. The expected outcomes of this preparatory action include: A better knowledge about new forms of practice of sport and physical activity; The development of new forms of practices as well as soft programmes to promote it; A better integration of new ways of practicing sport and physical activity in the offer of traditional sport federations and organisations; An increased participation of young generation to sport; The development of light sport facilities, which directly complement the previous expected results. 1

2021 annual work programme for the implementation of Pilot Projects and Preparatory

Actions in the area of education, youth, sport and culture actions_en 5 The specific objective of this action is to support the promotion of physical activity through

flexible, modern ways of practicing sport both in terms of offer (trainings, activities) and in terms

of infrastructure.

2. Eligibility criteria

Only applications from legal entities established in EU Member States are eligible. In order to be eligible, projects must be presented by applicants meeting the following criteria:

Be a legal entity (public or private body)

Be a sport federation, organisation or club with legal personality, which regularly organises sport competitions or activities, and has activities in Europe, a European dimension or European impact. be established in one of the eligible countries, i.e.: - EU Member States (including overseas countries and territories (OCTs)).

3. Eligible activities

Only activities pursuing one or several objectives mentioned in section 1 are eligible. Specifically, applicants are expected to propose actions that promote new forms of practicing sport, integrating for instance the following dimensions (non-exhaustive list): adaptation of the existing infrastructure and development of light sport facilities, which directly complement the expected results; organisation of new forms of physical activities and integration with traditional activities to offer sport activities; innovative approach to training programmes; intergenerational activities and outreach to young people to increase their participation; use of digital technology and social media.

Implementation period

Projects should normally range between 18 and 24 months (extensions are possible, if duly justified and through an amendment).

4. Award criteria

Eligible applications will be assessed on the basis of the following criteria: Relevance (criterion 1) (maximum 40 points): A minimum threshold of 20 points out of

40 will be applied to criterion 1; applications falling below this threshold will be

rejected. Under criterion 1, proposals will be assessed on the basis of the extent to which: 6 They contribute to the general objective of the action described in section 2, in particular with regards to the development of new and innovative forms of practicing sport and physical activity, and are in line with EU policies in the field of spor t; They contribute to the outcomes expected from the action defined in section 2 (i.e. demonstrating good examples of the development of small, recreational sport facilities and adaptation of the already existing ones; the development of activities and ini tiatives promoting new forms of practicing sport and physical activity);

They contribute to the specific objective defined in section 2 (support the promotion of physical activity through flexible, modern ways of practicing sport);

They respect the non-discrimination and tolerance principles and includes a clear gender equality approach;

The proposal is innovative;

The proposal brings added-value at EU level;

Cooperation established with different EU Member States and/or involving different sports. Quality (criterion 2) (maximum 30 points): A minimum threshold of 15 points out of 30 will be applied to criterion 2; applications falling below this threshold will be rejected. Under criterion 2, proposals will be assessed according to the quality of the overall design of the activities proposed and to the methodology used to implement them. The following aspects will be taken into account: Cost efficiency (the extent to which the project is cost-effective and allocates appropriate resources to each activity); Consistency between project objectives, methodology, activities and budget proposed; Quality and feasibility of the methodology proposed

The risks envisaged and their mitigating actions;

Impact - Dissemination (criterion 3) (maximum 30 points): A minimum threshold of 15 points out of 30 will be applied to criterion 3; applications falling below this threshold will be rejected. Under criterion 3, proposals will be assessed on the basis of the extent to which the applicants demonstrate their abili ty to organise, coordinate and implement the various aspects of the proposed activities. The following aspects will be taken into account: Number of participants involved in and benefiting from the project's activities; Sustainability of the proposed activities (the extent to which the activities will be carried out also after the end of the project);

The appropriateness and quality of measures aimed at sharing the outcomes of the project towards external organisations and the general public.

7 Points will be allocated to eligible applications out of a total of 100 on the basis of the above- specified weighting. Applications falling below any of the thresholds per criterion mentioned above will be rejected. Moreover, a minimum threshold of 60 points will be ap plied for the three award criteria combined . Applications falling below this threshold will also be rejected.

5. Budget available

The total budget earmarked for the co-financing of projects under this call for proposals is estimated at 1.900.000 EUR. The EU grant is limited to a maximum co-financing rate of 80% of eligible costs. Maximum grant amounts are expected to be around EUR 400.000 per project, but this does not preclude the submission/selection of proposals requesting other amounts. The Commission reserves the right not to distribute all the funds available.

6. Deadline for submission of applications

Grant applications must be drawn up in one of the EU official languages, using the electronic form available on the webpage of the call for proposals. The application form duly completed must be submitted before 16/06/2021, 17:00, Brussels time. Applications sent on paper or by fax or e-mail or another way, will not be accepted. 8 FR Programmes sur les sports de masse et innovation dans les infrastructures

Le présent appel à propositions vise à mener l'action préparatoire "Programmes sur les sports de

masse et innovation dans les infrastructures» conformément à la décision C(2021) 1658 de la

Commission du 17 mars 2021 relative à l'adoption du programme de travail annuel 2021 2 pour la

mise en oeuvre des projets pilotes et des actions préparatoires dans les domaines de l'éducation,

de la jeunesse, du sport et de la culture. En Europe, les sports et activités physiques sont traditionnellement pratiqués dans le cadre d'organisations et clubs sportifs. Ces structures traditionnelles organisent des pratiques sportives conformément à des règles stables ("les règles du jeu»). Dans de nombreux cas, de grandes et coûteuses installations sportives constituent généralement l'environnement dans lequel ces pratiques sont organisées.

Toutefois, les besoins et les préférences individuels en matière de sport évoluent aujourd'hui

rapidement. Les chiffres concernant la participation aux sports et activités physiques indiquent

qu'il y a une inadéquation croissante entre l'offre de sports par l'intermédiaire des organisations

sportives traditionnelles et la demande des particuliers. Afin d'attirer les nouvelles générations,

les fédérations, organisations et clubs sportifs devraient améliorer leur offre en faisant appel à la

créativité, à l'innovation et à de nouvelles formes de pratiques. Ils pourraient envisager de travailler selon deux axes. Premièrement, ils pourraient envisager

d'élargir leur offre, de la rendre plus diversifiée, informelle et ouverte à de nouveaux publics, en

favorisant dans le même temps la démocratisation et l'intégration. Deuxièmement, ils pourraient

utiliser et promouvoir des infrastructures sportives légères et flexibles permettant la pratique de sports dans une plus grande diversité de lieux.

1. Objectifs

L'objectif général de cette action est de permettre aux organisations sportives de concevoir et

de promouvoir de nouvelles formes de pratiques sportives et d'activités physiques par l'adaptation des infrastructures et/ou de l'offre d'activités/programmes sportifs. 2 Programme de travail annuel 2021 pour la mise en oeuvre des projets pilotes et des actions préparatoires dans les domaines de l'éducation, de la jeunesse, du sport et de la culture 9 Cet objectif consiste à élaborer de nouvelles formes de pratiques sportives et d'activités

physiques, à communiquer sur ces activités et leurs bienfaits, et à créer de petites installations

sportives récréatives. Les résultats attendus de cette action préparatoire sont les suivants: une meilleure connaissance des nouvelles formes de pratiques sportives et d'activités physiques; l'essor de nouvelles formes de pratiques ainsi que de programmes adaptables pour les promouvoir; une meilleure intégration des nouvelles pratiques sportives et formes d'activités physiques dans l'offre des fédérations et organisations sportives traditionnelles; une participation accrue de la jeune génération à la pratique sportive; la création d'installations sportives légères, qui viennent directement compléter les résultats attendus précédemment L'objectif spécifique de cette action est de soutenir la promotion de l'activité physique sous forme de pratiques sportives flexibles et modernes, en termes tant d'offres (formations, activités) que d'infrastructures.

2. Critères d'éligibilité

Seules les demandes émanant de personnes morales établies dans un État membre de l'UE sont

éligibles.

Pour être éligibles, les projets doivent être présentés par des demandeurs répondant aux critères

suivants: être une entité juridique (organisme public ou privé);

être une fédération, une organisation ou un club sportif doté de la personnalité juridique, qui organise régulièrement des compétitions ou des activités sportives, et qui a des activités en Europe, une dimension européenne ou une portée européenne;

être établi dans l'un des pays éligibles, c'est-à-dire: - États membres de l'UE (y compris les pays et territoires d'outre-mer (TOM)).

3. Activités éligibles

Seules les activités poursuivant un ou plusieurs objectifs mentionnés au point 1 sont éligibles. Plus précisément, les demandeurs devraient proposer des actions visant à promouvoir de nouvelles formes de pratiques sportives, comprenant par exemple les dimensions suivantes (liste non exhaustive): adaptation de l'infrastructure existante et création d'installations sportives légères, qui viennent directement compléter les résultats attendus précédemment; organisation de nouvelles formes d'activités physiques et intégration avec les activités traditionnelles pour offr ir des activités sportives; approche innovante des programmes de formation;

activités intergénérationnelles et sensibilisation auprès des jeunes pour accroître leur

participation; 10 utilisation des technologies numériques et des réseaux sociaux.

Période de

mise en oeuvre

La durée des projets doit normalement être de 18 à 24 mois (les prolongations sont possibles,

pour des raisons dûment justifiées et au moyen d'un amendement).

4. Critères d'attribution

Les demandes éligibles seront évaluées en fonction des critères énoncés ci-dessous: Pertinence (critère 1) (maximum 40 points): un seuil minimal de 20 points sur 40 devra

être atteint pour le critère 1; les demandes dont les notes seront inférieures à ce seuil

seront rejetées. Au titre du critère 1, les propositions seront évaluées en fonction de la mesure dans laquelle:

elles contribuent à l'objectif général de l'action décrit au point 2, en particulier en ce qui

concerne l'essor de nouvelles formes innovantes de pratiques sportives et d'activités physiques, et sont conformes aux politiques de l'UE dans le domaine du sport; elles contribuent aux résultats attendus de l'action définis au point 2 (à savoir la démonstration de bons exemples de création de petites installations sportives

récréatives et l'adaptation des installations existantes; le développement d'activités et

d'initiatives promouvant de nouvelles formes de pratiques sportives et d'activités physiques); elles contribuent à l'objectif spécifique défini au point 2 (soutenir la promotion de l'activité physique sous forme de pratiques sportives flexibles et modernes); elles respectent les principes de non-discrimination et de tolérance et incluent une approche claire d'égalité entre les hommes et les femmes; la proposition est innovante; la proposition apporte une valeur ajoutée au niveau de l'UE;
