1. Background

The Ministry of Micro, Small and Medium Enterprises issued a notification dated 26th June 2020 regarding revision of definition of Micro, Small and Medium Enterprises (MSMEs) and process of registration. Apart from the old criteria of categorization of MSMEs on the basis of investment in Plant and Machinery/Equipment, an additional criterion of turnover has been included. Moreover, the difference between manufacturing and services sector has been removed and now both are at the same level of treatment. This revision is paving the way for strengthening of AtmanirbharBharatAbhiyanand growth of the MSMEs. Particularly, the provision of excluding the exports from counting of turnover is encouraging the MSMEs to export more and more without fearing to forego the benefits of being an MSME. As a result of change in classification criteria w.e.f. 1st July 2020, an Enterprises is being classified as a Micro, Small or Medium Enterprises on the basis of the following criteria, namely:- a) Micro Enterprises: where the investment in plant and machinery or equipment does not exceed one crore rupees and turnover does not exceed five crore rupees; b) Small Enterprises: where the investment in plant and machinery or equipment does not exceed ten crore rupees and turnover does not exceed fifty crore rupees; and c) Medium Enterprises: where the investment in plant and machinery or equipment does not exceed fifty crore rupees and turnover does not exceed two hundred and fifty crore rupees. 4 Ministry of MSME launched a portal-Udyam Registration Portal (https://udyamregistration.gov.in) on 1st July 2020.

Key features of the portal are as under: -

It is a unified portal with registration process free of cost, paperless and digital. The portal is aimed at reducing transaction time and cost for entrepreneurs and promotes Ease of Doing Business. The new MSME registration process is simple, seamless and entrepreneur friendly. All the relevant data is being fetched from Income Tax and GST Networks at the backend. Udyam Registration is mandatory to avail benefits under most of the schemes of Ministry of MSME and availing credit from financial institutions as per RBI notification no. RBI/2020-2021/26 dated 21st August, 2020. M/o MSME has also commenced API integration of Udyam Registration portal with GeM so that MSEs can participate in Government procurement easily. M/o MSME issued a notification on 5th March, 2021 for certain amendments in the earlier notification dated 26th June, 2020. The amendments made are as follows:-

1. The exemption from the requirement of having GSTIN shall be as per the

provisions of the Central Goods and Services Tax Act, 2017 (12 of

2017).

2. In case of any proprietorship Enterprises not registered under any Act or

rules of the Central Government or the State Government, the proprietor may use his or her PAN for registration of the Enterprises in the Udyam Registration portal and for all other types of Enterprises PAN shall be mandatory. Addition of Activities (NIC code) under MSMED Act, 2006 for Udyam

Registration - Retail and Wholesale Trade

Now, Retail and wholesale trades are allowed to be registered on Udyam Registration Portal as MSMEs. However, benefits to Retail and Wholesale trade MSMEs are to be restricted to Priority Sector Lending only. The list of eligible additional activities is as under:

45 Wholesale and retail trade and repair of motor vehicle and motorcycles

46 Wholesale trade except of motor vehicles and motor cycles

47 Retail Trade Except of Motor Vehicles and motor cycles

Aadhaar/PAN is required for registration;

After completion of the process of registration, an Udyam Registration

Certificate will be issued;

This certificate will have a dynamic QR Code from which the web page on Udyam Registration Portal and details about the Enterprises can be accessed; There will be no need for renewal of Registration; PAN & GST linked details on investment and turnover of Enterprises will be taken automatically from the respective Government databases; No Enterprises is supposed to file more than one Udyam Registration. However, any number of activities including manufacturing or services, or both, may be specified or added in one Registration.

Facilitation mechanism 68 State Champions

Control Rooms, Field Institutions/Offices of Ministry of MSME and DICs; Upto 30th June 2021, 35,29,084 MSMEs were registered on Udyam Registration portal comprising of 32,79,370 Micro (93%); 2,21,641

Small (6%) and 28,073 Medium (1%) Enterprises.

35,29,084 number of MSMEs were registered on Udyam Registration portal, till

30.06.2021,comprising of 32,79,370 Micro (93%); 2,21,641 Small (6%) and 28,073

Medium Enterprises (1%).

3. Distribution of MSMEs-(Top 10 States/U.Ts)

Maharashtra has the highest number of MSMEs with a share of 22.3%, followed by Tamil Nadu (10.8%), Gujarat (9.1%), Rajasthan (8.3%), and Uttar Pradesh (7.7%). Figure 2: Distribution of MSMEs : Top 10 States/U.T.s

7 The graph below shows top 10 states/UTs having Udyam registration as Micro Enterprises. It can be observed that Maharashtra has the highest number of Micro Enterprises with a share of 22.8%, followed by Tamil Nadu (10.9%), Gujarat (8.8%),

Rajasthan (8.5%) and Uttar Pradesh (7.8%).

16.4%. The rest of the states are Gujarat (13.1%), Tamil Nadu (9.8%), Rajasthan

(6.6%), Delhi (6.1%) and Karnataka (5.7%).

The above graph indicates state wise Udyam Registrations of MSMEs in Eastern Region. Bihar has the highest number of Micro enterprises in the Eastern region, while West Bengal constitutes the highest no. of Small and Medium Enterprises. Eastern region contributes ~9% of the total MSMEs.

The above graph indicates state wise Udyam Registrations of MSMEs in Southern Region. According to the data, Tamil Nadu dominates the southern region, followed by Karnataka, Telangana, Kerala and Andhra Pradesh. Southern region contributes 24% of the total MSMEs. 2091
