i usually like to say that fisu lives and allows us to live very exciting moments and, once again, i will pursue the same approach. indeed, the year 2009 is exceptional in more ways than one. after the winter universiade in harbin, it is the city of belgrade which very warmly welcomed us in the frame of the 25th summer universiade. indeed, the universiades have given us thrills for already half a century and this edition was a wonderful success. from the opening to the closing, the 25th belgrade universiade has kept us on the edge of our seats thanks to the sports performance of our student-athletes. in ad- dition, an impressive number of serbian high authorities have demonstrated their support by attending the protocol ceremonies as well as the competitions. the 11-day sports meet revealed to be incredibly intense. the individual and team events reached a very high level and were followed by a lively crowd. we should now pay a heartfelt tribute to the organizers, volunteers and to all the people who have worked directly or indirectly, to making this event successful, which remains a unique event in the world for me. during our stay in belgrade, we were pleased to gather the representatives of our member countries during our 31st general assembly. this event has made it possible for us to assess the situation of the two previous years. we have also proceeded to take stock of the policy that we intend to carry out in the two years to come. the updating of our fruitful development program at the continental level revealed to be one of the strong points of the meeting. the results of the program are, indeed, very encouraging and comfort us in the sense that it acts as the key to a better future for our student-athletes. next year will be dedicated to our word university championships as well as to the fisu forum. our sports department has worked continuously to nalize the program of the 2010 world university championships. the year will again be very emotional as we will have the possibility to attend or participate in about 30 different events. i am taking the opportunity given to me here to invite you to participate actively in one or several championships and the forum which will take place in vigo. this will reveal to be a great experience for the youth of your country. looking forward to meeting you in great numbers during one of our numerous events in the future.

cette fois encore je resterai dans cette approche. en effet, cette année 2009 est excep- tionnelle à plus d'un titre. après l'universiade d'hiver d'harbin, c'est la ville de belgrade

qui nous a accueillis de la plus belle manière dans le cadre de la 25e universiade d'été. et

oui, cela fait déjà un demi-siècle que les universiades nous font vibrer et celle-ci fut une

magnique réussite. depuis l'ouverture jusqu'à la clôture, la 25e universiade de belgrade nous aura tenus en haleine grâce aux exploits sportifs de nos athlètes-étudiants. un nombre impressionnant

de hautes autorités serbes nous ont d'ailleurs marqué leur soutien en assistant aux céré-

monies protocolaires mais aussi aux compétitions. ces 11 jours de rencontres sportives furent marqués par une incroyable intensité. les épreuves individuelles et par équipe atteignirent un niveau exceptionnel et furent suivies par un public enthousiaste. il convient ici de rendre un vibrant hommage aux organisa-

teurs, aux volontaires et à tous ceux qui ont de près ou de loin oeuvré à la réussite de

cette manifestation qui reste à mes yeux un événement unique au monde. pendant notre séjour à belgrade, nous avons eu le plaisir de réunir les représentants de nos pays membres lors de notre 31e assemblée générale. à cette occasion nous avons pu établir le bilan des deux années passées. nous avons aussi fait le point sur la politique que nous entendons mener lors des deux années à venir. la mise à jour de notre fruc- tueux programme de développement au niveau continental constitua un des points forts de cette réunion. les résultats de ce programme sont, en effet, très encourageants et nous confortent dans l'idée qu'il est la clef d'un meilleur avenir pour nos athlètes-étu- diants. l'année qui vient sera celle des championnats du Monde universitaires ainsi que du forum de la fisu. notre département sport s'est attelé à mettre la touche nale à ce pro- gramme des championnats du Monde universitaires de 2010. l'année sera, une nouvelle fois, très dense en émotions puisque nous aurons, l'occasion d'assister ou de prendre part

à environ 30 manifestations différentes.

Je prote de l'occasion qui m'est donnée ici pour vous inviter à participer activement à un ou plusieurs de nos championnats ainsi qu'au forum qui se tiendra à vigo. cela consti- tuera une magnique expérience pour les étudiants de votre pays. J'espère vous rencontrer nombreux lors de l'un ou l'autre de nos nombreux événements futurs.

with these associations. after all, they have played a crucial role in implement- ing the networks that enable us to bet- ter promote university sports. secretary general/ceo, Mr. eric saintrond, and our treasurer Mr. danza- dorj bayasgalan have also underlined in their reports that fisu is quite prosper- ous these days, despite the nancial crisis, particularly due to healthy man- agement of its nancial assets, as well as to the attribution of our summer and winter universiades for the years 2013 and 2015. eric saintrond gave the gen- eral Meeting a very detailed description of fisu activities since he was appoint- ed to the position of secretary general ceo on 1 January 2008 (the secretary general is no longer elected by the general Meeting - he is appointed and dismissed by the executive committee). several proposals for amendments of our statutes and rules of procedure were made during the general Meeting and adopted. charging travel costs of executive committee members to fisu is one of these. this amendment is motivated by the fact that the members of the ec meet essentially on behalf of fisu. this measure will also enable as- sociations working on a tight budget to propose candidates for the ec without having to fear major expenses if they are elected. similarly, on a proposal from france, travel expenses of our committee members during the summer and winter universiades will also be borne by fisu. (for the world university champion- ships, these expenses are handled by the organizing committees). the number of members on the inter- national technical committees for the summer and winter universiades will also be increased - for each sport, a deputy chair will be appointed to assist the chair in preparing the games and during the universiades themselves. the deputy chair can also replace the chair if he is unable to attend. admission procedures for new fisu members have been simplied - approv- al of the national olympic committee will no longer be required. on the other hand, the association must be in close contact with the relevant continental

association. the 31st fisu general assembly took place on 28 and 29 June in belgrade as a prelude to the 25th universiade. transparency and an open mind were the key words for the meeting that brought together delegates from 93 countries. there were no elections at the meeting this year, so it was an opportunity to report on the executive committee (ec) activities. the presi-

dent, Mr. george e. killian was the rst to tackle the job. in his report, he recalled how determined he is to keep fisu's actions as transparent as pos- sible, with a view to giving member associations the best understanding of the actions undertaken under the impe- tus of the executive committee. george e. killian also referred to his personal commitment to the develop- ment of continental associations. ever

since the committee for the develop-ment of university sports (cdsu) was created in 2007, its program has always tried to structure relations between fisu and the continental associations, particularly by allowing them to become associate Members of fisu (under certain conditions) and offering each of them a seat on the executive commit-

tee. to date, four continental associations: ausf (asia), eusa (europe), fasu (af- rica and odupa (america); have taken advantage of this. since this 31st general Meeting, the oceania university sports association has joined the Member associations, making our continental representation complete. in his report to the general Meeting, the new cdsu chair, Mr. stefan bergh stressed the importance of our relations

tion). les commissions techniques internatio- nales pour les sports des universiades d'hiver et d'été vont également voir leurs effectifs s'agrandir. en effet, pour chaque sport, un vice président sera nommé pour épauler le président dans son travail de préparation des jeux et lors des universiades proprement dites. le vice président pourra également prendre la place du président en cas d'empêchement de ce dernier. la procédure d'admission des nouvelles associations membres de la fisu a été simpliée en ce sens qu'elle ne nécessi- te plus l'agrément du comité olympique national pour être acceptée. par contre, l'association devra être en contact
