Florida House Bill 1159 (GKT and PED Exemptions)

HB 1159 Educator Preparation and Certification

This bill provides additional pathways to certification for teachers and permits applicants for certification to satisfy the mastery of the General Knowledge Test (GKT) requirement through receipt of a master's degree or higher from an institution the Florida Department of Education (FLDOE) has identified as a quality program. Additionally, HB 1159 permits applicants to satisfy the Professional Education Test (PED) competence requirement through the completion of a FLDOE approved Educator Preparation Institute (EPI) and receipt of a highly effective rating on their performance evaluation from a public K-12 institution. HB 1159 provides an effective date as of July 1, 2021. Note: Per section 1012.34, Florida Statutes, evaluation systems are approved by the FLDOE for public schools, including charter schools, in the state.

Since private schools do not have a state-

approved evaluation systems, applicants who work in private schools will not be eligible to waive the Professional Education Test (PED). House Bill 1159 specifically outlines that the evaluation rating must be highly effective per s. 1012.34, Florida Statutes.
