CANAVERAL, FLORIDA, MARCH 27, 2019.

The meeting was called to order by Chairman Micah Loyd at 9:00 a.m. Commissioner Bob

Harvey led the Pledge of Allegiance.

Those present were Commissioners Jerry Allender, Bob Harvey, Robyn Hattaway, Wayne Justice and Chairman Micah Loyd; CEO Captain John Murray, Senior Director Finance Pat Poston, Vice President Engineering and Construction Bill Crowe, Attorney Harold Bistline and

Special Assistant/Liaison Melanie Bradford.

The following Ambassadors and Ambassadors Emeritus were present: Mike Gautreaux, Dennis Hepburn, Max King, Robi Roberts, Tom Vani, Susie Wasdin and Ambassador Emeritus Mac

Mclouth and Bob Socks.

APPROVAL OF AGENDA:

Commissioner Harvey moved approval of the agenda and Commissioner Allender seconded the motion. The motion passed 5/0.

APPROVAL OF MINUTES:

Commissioner Allender moved approval of the minutes from the February 20, 2019 regular meeting. The motion was seconded by Commissioner Justice and passed 5/0.

After presentation of the financial information for February 2019 and the Financial Reports for February 2019 (#2 and #3), Commissioner Harvey motioned approval of the February 2019 Financial Information Memo, the Statistical Report, Aging Report, List of Bills, List of Disposals, Attorney Fees and Commissioner Expenses. Commissioner Justice seconded the motion and the motion passed 5/0.

PUBLIC COMMENT ON CONSENT AGENDA:

Mark Grainger with Florida Byplanes spoke regarding item 4A. CONSENT AGENDA: Consent Item 3A was pulled for discussion. Commission Harvey motioned to approve items 1A, 2A, 4A, and 4B. 43.A.Consideration of approving the purchase of a Submersible Water Supply System from US

Fire Pump Company LLC for $508,500. The system will provide a 10,000 gallon per minute

pumping capacity and ensure critical fire protection of Port facilities is maintained in the event of

a potential disruption of the municipal water supply. (Barry Compagnoni) Commissioner Justice pulled this item for discussion only. He motioned to approve this item and Commissioner Harvey seconded the motion. The motion passed 5/0.

PUBLIC COMMENT:

Rocky Johnson spoke regarding the Propeller Club's Shrimp Fest.

COMMISSIONER REPORTS/DISCUSSION:

Commissioner Justice spoke regarding his EDC trip to Washington DC and the United State Coast Guard Commissioning of the Cutter Terrell Horne in Long Beach, California.

Commissioner Hattaway - nothing.

Commissioner Harvey will be traveling to Orlando International Airport with Barry Campagnoni for security discussions. Commissioner Allender spoke regarding the Space Coast Transportation Planning Organization. He also made a motion that Attorney Harold Bistline and Special Assistant/Liaison Melanie Bradford attend the AAPA Commissioner's Conference in San Francisco and the AAPA Annual Convention in Norfolk, VA. Commissioner Justice seconded the motion which passed 5/0.

Then the presentation will go back with each studentto the high schools throughout the port district, where the students willpresent it in an assembly or morning announcements to their classmates, broadening the reach beyond the program participants.
