RESTRICTION OF FLYING REGULATIONS - ROYAL INTERNATIONAL AIR TATTOO ROYAL AIR FORCE FAIRFORD, GLOUCESTERSHIRE, 10 - 16 JULY 2018

1The Royal International Air Tattoo 2018 (RIAT) will be held at RAF Fairford from 10 to 16 July 2018 inclusive. This flying display

will include flypasts and high-energy aerobatics by British and foreign military and civilian aircraft. The Secretary of State for

Transport has therefore, decided that it is necessary to introduce Restriction of Flying Regulations under Article 239 of the Air

Navigation Order 2016.

3This Circular MUST be read in conjunction with AIC M 051/2018 (RESTRICTION OF FLYING REGULATIONS - RAF 100

FLYPAST AT THE ROYAL INTERNATIONAL AIR TATTOO - RAF FAIRFORD, 13 - 15 JULY 2018) and AIC M 049/2018 (RESTRICTION OF FLYING REGULATIONS - ROYAL AIR FORCE 100 ANNIVERSARY FLYPAST, 10 JULY 2018) as the 3

sets of airspace restrictions together form the airspace solution for a number of major events during the period of these

restrictions.

4 ARRIVALS, REHEARSALS AND SHOW DATES - 10 TO 15 JULY 2018

The following restrictions are in place for the intense aerial activity associated with the arrival of participating traffic and the

rehearsal for, and participation in, flying displays.

a) Subject to paragraph 7, and during the periods specified in paragraph 5, no aircraft is to fly below FL 85 within the area

bounded by: i. straight lines joining successively the following points: (aa) 514433N 0020502W; (bb) 514733N 0014405W; (cc) 515006N 0012925W;

ii. the clockwise arc of a circle having a radius of 5.5 NM whose centre is at 514513N 0013334W between 515006N

0012925W and 514737N 0012537W;

iii. thence by straight lines joining successively the following points: (aa) 514737N 0012537W; (bb) 514834N 0011958W; (cc) 514349N 0011753W; (dd) 513621N 0012737W; (ee) 514124N 0021027W; and

iv. the clockwise arc of a circle having a radius of 4.6 NM whose centre is at 514005N 0020322W between 514124N

0021027W to 514433N 0020502W.

b) Subject to paragraph 5, and during the periods specified in paragraph 5, no aircraft is to fly below FL 65 within the area

bounded by: i. straight lines joining successively the following points: (aa) 514124N 0021027W; (bb) 513621N 0012737W; (cc) 513600N 0012800W; (dd) 513500N 0014600W; (ee) 513530N 0020341W; and

ii. the clockwise arc of a circle having a radius of 4.6 NM whose centre is at 514005N 0020322W between 513530N

0020341W and 514124N 0021027W.

5The periods referred to in paragraph 4 are:

a) between 0700 hours and 1150 hours and between 1230 hours and 1900 hours on 10 July 2018. The Operations Team

has established a RIAT flying embargo to establish a safety buffer around the RAF 100 activity. The airspace remains

restricted during this time as per AIC M 049/2018. b) between 0700 hours and 1900 hours on each day beginning with 11 July and ending on 15 July 2018.

6 DEPARTURES DAY - 16 JULY 2018

The following restrictions are in place to facilitate a safe environment for the expeditious departure of multiple aircraft from RAF

Fairford.

a) Subject to paragraph 7, between 0800 hours and 1600 hours on 16 July 2018 no aircraft is to fly below FL 65 above mean

sea level within the area bounded by straight lines joining successively the following points: i. 514343N 0015711W; ii. 514410N 0013753W; iii. 513732N 0013728W; iv. 513747N 0015652W; and v. 514343N 0015711W.

7Paragraphs 4 and 6 do not apply to any aircraft flying in accordance with a clearance issued by the air traffic control unit at RAF

Brize Norton.

8In relation to paragraphs 4 to 7, the term 'aircraft' includes aircraft as classified by Part 1 of Schedule 4 to the Air Navigation Order

2016. It also includes, by virtue of Article 23 of that Order, any small balloon, any kite weighing not more than two kilograms, any

small unmanned aircraft and any parachute including a parascending parachute.

9Pilots not participating in activities at RAF Fairford are warned that the area surrounding the Restricted Area (Temporary) will be

subject to Intense Aerial Activity due to traffic routing around the confines of the restricted airspace. Furthermore, when routing to

the south of the Restricted Airspace (Temporary), there is likely to be increased aerial activity due to helicopters departing RAF

Fairford via:

a) Blakehill Farm. b) Highworth. Furthermore, pilots are to avoid Redlands Microlight and Parachute site.

10Aircraft may, under certain circumstances, be given a clearance to transit through the Restricted Area (Temporary) under a positive

clearance from the air traffic control unit at RAF Brize Norton. However, during displays by jet formation display teams no requests

for clearances will be considered, or issued, for routings within 6 nautical miles of RAF Fairford.

11Airspace Infringement Reduction Measures. Pilots operating in the vicinity of the boundary of the Restricted Airspace who do

not wish to participate in an air traffic service or do not wish to transit the Restricted Airspace are encouraged to make use of the

RAF Brize Norton listening squawk of 3727 and monitor Brize Zone on 119.000 MHz.

12 ACCESS TO KEMBLE AND OTHER AERODROMES

No aircraft is permitted to enter, or fly within the Restricted Area (Temporary) without prior permission of the air traffic control unit

at RAF Brize Norton. Aircraft that are operating within the Kemble ATZ are to squawk Mode 3A code 7010.

13 KEMBLE AERODROME

To enable flexible use of airspace in a safe and effective manner to enable flying operations to take place at Kemble Aerodrome,

formal procedures have been put in place for the period 10 - 15 July 2018. During this time entry and exit lanes to Kemble

Aerodrome have been established for the purpose of inter-unit coordination. All aircraft arriving to, and departing from, Kemble

Aerodrome will require permission to transit the Restricted Area (Temporary).

14All aircraft routing inbound to Kemble are to obtain a clearance to enter the Restricted Area (Temporary) from Brize Norton Zone

on frequency 119.000 MHz prior to entry. Approval for transits will be granted by Brize Norton Zone on the same frequency.

16These routes are to be flown as follows:Arrivals: Flown at 2500 ft Fairford Clutch QNH (or 2000 ft Kemble QFE), for a standard overhead join, unless otherwise instructed

by the control agency. Departures: Flown not above 1500 ft Fairford Clutch QNH (or 1000 ft Kemble QFE).

SSR Codes: All aircraft with transponders should squawk Mode 3A 3737 with Mode C if available until cleared enroute or

instructed to squawk a discrete code by another agency.

17Additionally, subject to the approval of the air traffic control unit at RAF Brize Norton, aircraft may depart/arrive on desired track

within the quadrant bounded by the southwest (Yellow) and northwest (Blue) entry and exit lanes.

18 Kemble Non-standard Departures

Aircraft that depart Kemble Aerodrome to join airways during the establishment of the airspace restrictions are unlikely to be able

to accept the standard VFR departure lanes defined in paragraph 14.

a) Runway 26 departures should not present any difficulties as aircraft will climb away from the Restricted Area (Temporary)

and outside any display areas.

b) Runway 08 departures should anticipate being issued with instructions, by the Kemble Flight Information Service Officer, to

avoid the display at RAF Fairford. It is then incumbent on the pilot to determine whether or not they can successfully avoid

the display on departure. If the display cannot be avoided, the aircraft is to hold on the ground.

19 Kemble Non-standard Arrivals

Any aircraft routing inbound to Kemble Aerodrome that cannot accept the standard VFR arrivals, as defined in paragraphs 8-16,

will be tactically managed by RAF Brize Norton air traffic control unit; non-standard arrivals at Kemble should be communicated

as soon a practicable. Such arrivals to Runway 26 could present a considerable disruption to the RIAT display programme. Any

such approaches will be planned and executed on a case-by-case basis. Arrivals to Runway 08 should not present any difficulties

with regard to the RIAT display programme. a.Red Route (Southeast): M4 Junction 16 - Kemble. b.Yellow Route (Southwest): M4 Junction 17 - Kemble. c.Blue Route (Northwest): Dursley - Kemble (Avoid Aston Down Gliding Site). d.Green Route (Northeast): Northleach Roundabout VRP (Northeast of Cirencester) - Kemble.

20The routes depicted in the chart are only to be used by aircraft arriving to, and departing from, Kemble Aerodrome. These

procedures do not apply to aircraft wishing to transit through the Restricted Area (Temporary) in the vicinity of Kemble

Aerodrome.

21 ASTON DOWN GLIDING SITE

Aston Down gliding site has been authorised to operate within the Restricted Area (Temporary) up to 3600 ft amsl in the area

bounded by the northwestern edge of Kemble ATZ routing north and west to the edge of the Restricted Area (Temporary).

22 OTHER AERODROMES

Access to other aerodromes contained within the Restricted Area (Temporary) should be possible, subject to the approval of RAF

Brize Norton air traffic control; pilots are urged to contact their destination airfield for a pre-flight brief.
