PLEDGE FROM THE REPUBLIC OF CAMEROON

Madam Chairman of the Global partnership for Education,

Madam Director General of the UNESCO,

Madam Deputy Executive Director of the UNICEF,

Excellencies, ladies and gentlemen,

The Constitution of the Republic of Cameroon stipulates that education is a fundamental right for each child. Primary education is compulsory. Within primary education universalization, the Chief of State, His Excellency Paul BIYA, has decided this education level would be free. In 2005, Cameroon joined the GPE initiative. In 2010, the President of the Republic made a solemn commitment to mobilize resources for Education For All. In 2013, under His high impetus, the Government committed to: - Increasing domestic education funding from 18.3% in 2011 to 22 % in 2020;
- Improving the primary education domestic funding share from 34.7% in

2011 to 41.5% in 2020;

- As regards educative system planning: reinforcing the Education

Management Information System;

- In terms of accountability, the Government encourages accountability of decentralized structures and improves the system management through the involvement of Decentralized Local Authorities, Communities and other civil society stakeholders; - As for equity issues, the Government has taken measures to boost girls and vulnerable children school enrollment requests by allocating specific budgetary allocations; - Within the fight against school abandonment, administrative and pedagogical measures were taken, which produced a significant reduction of the grade repetition rate (from 30% in 2002 down to 14% in 2013); - There is a dynamic path to establish inclusive education development. All these actions, implemented with the assistance of Development Partners show the political will and the firm engagement of Cameroon in favor of education for all children, regardless of age, gender or social class. Cameroon calls for a greater resource mobilization from all key players. I am expressing the deepest gratitude on behalf of the Government of Cameroon to the Global partnership for Education and to Technical and Financial Partners for their multiform support of Cameroon and all developing countries.
