A BILLfor1 AN ACT relating to legal time; requiring an application for

2 the state to transfer time zones as specified; establishing

3 a new uniform state time; making legislative findings; and

4 providing for an effective date.

56Be It Enacted by the Legislature of the State of Wyoming:78Secti on 1.910 (a) The legislature finds that:1112 (i) The federal Standard Time Act of 1918, P.L.

13 65-106, 40 Stat. 450, established standard time zones for the

14 United States bounded by designated meridian lines, including

15 the zone designated as United States standard mountain time

2 time zone designations have since become geographic names of

3 regional identity;

45 (ii) The federal Uniform Time Act of 1966, 15

6 U.S.C. 260 et seq., was enacted by Congress to promote the

7 adoption and observance of uniform time within the standard

8 time zones of the United States. It established an annual

9 advancement from standard time in March of each year, commonly

10 called "daylight saving time," and annual return to standard

11 time approximately eight (8) months later;

1213 (iii) The federal Uniform Time Act of 1966

14 authorizes a state that is entirely situated within one (1)

15 time zone, as the state of Wyoming is, to exempt itself from

16 the change to daylight saving time as long as it does so

17 uniformly as an entire state;

1819 (iv) The residents and businesses of the state of

20 Wyoming have become more habituated to the eight (8) months

21 of daylight saving time per year than the four (4) months of

22 standard time per year; and

2 standard time and mountain daylight time is disruptive to

3 commerce and to the daily schedules of the residents of the

4 state of Wyoming.

56Secti on 2.78 (a) Upon the enactment of a law similar to this act

9 that authorizes an application for the same time zone change

10 in at least three (3) states contiguous to Wyoming, the

11 governor shall apply to the United States secretary of

12 transportation for the state of Wyoming to be transferred to

13 the zone designated as United States standard central time by

14 the federal Standard Time Act of 1918.

1516 (b) Upon approval of a transfer to the zone designated

17 as United States standard central time by the United States

18 secretary of transportation, the uniform time within the

19 state of Wyoming shall be coordinated universal time offset

20 by six (6) hours throughout the year.

2122 (c) Upon approval of a transfer to the zone designated

23 as United States standard central time by the United States

2 state of Wyoming shall be known as mountain daylight saving

3 time unless the contiguous states applying for a time zone

4 change uniformly select another name for the uniform time.

56Secti on 3 . This act is effective immediately upon

7 completion of all acts necessary for a bill to become law as

8 provided by Article 4, Section 8 of the Wyoming Constitution.
