FOREWORD

In celebration of our 75th year of serving the community, starting as the Paris Community Chest and evolving into a community-impact focused United Way chapter, we are taking a look at the population of Paris and Lamar County, what resources we currently have available, what needs are seen as unmet in the community, and how we can raise the quality life for all members of our community. By engaging a graduate class at Texas A&M University-Commerce, reviewing information from many sources, and one-on-one conversations with community leaders, we are working toward building a community that has a strong leader and strategic effort toward financial stability, housing equity, educational access, and health and wellness. The United Way of Lamar County is proud to be a hub of that activity and strategic movement in the community and hopes to use this assessment to further plot out a larger community plan toward success and growth for both individuals and industry in our community. Executive Summary

Half of the population is around a city-center of Paris, but the remaining half is spread through the rural area around Lamar County. Paris is split with the west side being a high- level of poverty and low access to food, leading to a high portion of the population suffering from food insecurity. While there has been an overall population growth stagnation, there is a noteworthy population increase by white seniors in Lamar County, making this a hot spot for retirement due to the low cost of living and other experiential factors. The highest concentration of poverty is in children in Lamar County. The highest concentration of wealth is northeast of Paris. The majority of wage-earners in Lamar County make between $10,000 and $30,000 annually. Despite an assumption that the high-level of poverty correlates to high numbers of households receiving TANF benefits, within Paris, only 1% of households have public assistance as an incomes source, compared to the

37.8% of children and 23.7% of adults from 18 to 64 currently in poverty in our city.

The cost of living, however, is low within Paris and Lamar County, most notably in the arena of housing and rental costs. We are at 50% of the national average for rental prices and home costs. This is a struggle in our community - over half of residential properties are at least 38 years old and building and renovation permits being requested have plummeted. Additionally, rental availability only shows a handful of properties at the most, that are available at any one time. This has led to impoverished families, living mainly in single-unit dwellings that are in poor or fair condition with no alternatives for housing, which has also increased the number of families living together and increased the number of homeless in our community. Food insecurity is also a major issue in our community. While there are a number of programs in our community to address these issues, including free breakfast and lunch provided by the public schools systems, the access to food has not yet stabilized and there is a need to address this issue in the eastern most segment of our county, who has low access to transportation as well. Binge drinking and the access to scheduled narcotics is extremely high in Lamar County. This and the high rate of chronic disease, low access to prevention care, high teen pregnancy rate and high rate of obesity are all consistent with national trends in rural communities. The presence and involvement of the Paris Junior College as the lone source of higher education in our community has seen a sharp drop in the rate that students are leaving high school and even middle school before completion. The health, education, and public sectors account for 32.3% of local employment in Lamar County, making it the largest industry in the County by a significant percentage. While the needs and areas for growth are enormous in our County and City, the sector that cares for the most impoverished and in need is very strong, financially and structurally. It is important to engage these sectors while building a community-wide plan for success and growth. While this report does aim to be a comprehensive snap shot of the Paris and Lamar County community, there are some key items that are not accounted for in this assessment. These areas are:

Accessibility to cooking and nutrition classes

Race relations within the community

Overview of the Point in Time survey of homelessness Percentage of population diagnosed with anxiety, depression, psychotic disorders As we work toward a stronger plan for the community, we will be soliciting and updating this information in these key areas identified by the assessment:
