(The geographical extent of the project & areas affected during construction) A Transitional Bus facility is proposed at the existing Kandy South Bus Depot at Katukele under the transitional plan for the KMTT construction period. Kandy South Depot is situated facing Kandy- Preadeniya main road in and . Total land area of the proposed site is 11355 sq. m. Project includes the following items as per the conceptual design and the transition plan for KMTT.

Adjacent land and

features The project site is situated close proximity to the Kandy Preadeniya Road and area is highly congested due to the movement of traffic and school children. Girls High School, Swarnamali Girls School, Hindu Cultural Hall, Private Educational Institutions, Private Tuition Classes, Several food outlets such as KFC, Commercial Buildings and shops at the close proximity to the site. In addition, there are number of utility structures located in the proposed project area, such as electricity lines, water supply, storm water drains, telephone lines etc.

3. Project Justification

Need for the

project (What problem is the project going to solve) Construction of Kandy Multimodal Transport Terminal (KMTT) is one of the major intervention of SCDP under the Public Transport and Traffic Improvement in Kandy city. During the construction period of the KMTT, it is essential to distribute 228 terminating bus services operating and all vendor operations at Good Shed without interrupting the day today activities with minimum inconveniences to the general public. Therefore transition plan is proposed to facilitate the bus operation during the construction period of the KMTT, until start the terminal operation of the KMTT. Main objectives of the transition plan are, To distribute 228 terminating bus services operating and all vendor operations at good shed without interrupting to existing traffic congestion,

Minimize changes to existing traffic flows

Minimize the inconvenience for commuters, bus operators, vendors during the transition period To provide better commuter facilities at transitional sites during construction of KMTT Introduce proposed bus operational efficiencies (recommended under PT strategy) gradually while minimizing disruptions to existing bus operation. Minimize impact on traffic congestion in Kandy CBD due to changes in bus operations during transition period Kandy being a compact city it was challenging in finding locations with adequate space to utilise for transitional arrangements. However under the transitional plan following locations are proposed to be used for transitional bus arrangement with the optimal utilization of the available space.

2. Touch & Go Sites (Halts)

a. Bandaranayake Mw Bus Halt (Post Office to Clock Tower) b. Udurawana Mw Bus Halt (Bogambara Prison Front) c. Central Market Bus Halt (Torrington Market Side) Existing bus park at the Bogambara will be converted to a temporary bus terminal during the KMTT construction period, Suitable spaces in close proximity to the proposed terminals are required for over flow parking for 45 buses currently using Bogambara Bus Park. Therefore following sites are proposed as overflow bus parks under the KMTT transitional arrangement.

Two categories of overflow parking have been proposed under the transitional arrangement.

1. Category A Short Term Parking

Parking time - 45 minutes to 1 hour

20 private busses & 20 CTB

Minimum dead mileage travel

Minimum impact to existing traffic routing

2. Category B- Contingency Parking

5 to 10 minutes travel time to Bogambara Long Distance Bus Terminal

Quick access for high frequency buses (5-10 minute bus departure)

Require for 25 busses CTB & Private

Existing Kandy South Depot has been identified as an overflow bus parking site, due to its proximity to the main bus terminal at Bogambara to facilitate 20 number of CTB buses and 20 number of private buses. Therefore it has been negotiated with the CTB to improve the site with some investment under the project in order to meet with the requirement.

Purpose of the

project (what is going to be achieved by carrying out the project) Main purpose of the overflow bus parking facility at Kandy South Depot is to facilitate parking for 45 buses currently using Bogambara Bus park. Figure 3.1: Proposed transitional Terminal arrangement Considering the following facts, Kandy south depot is proposed as Catagery A overflow parking site Only about 1km travelling distance to terminal sites.

Existing routing can be used for travelling.

Alternatives

considered (different ways to meet the project need and achieve the project purpose) Eight different sites within and outside the Kandy CBD were considered as overflow bus parks, considering the travelling distance to the bus terminals, parking space, less traffic congestion, ability to use existing routs for travelling with minimum impact on present bus operating system and on the traffic flow, following sites were selected as overflow bus parking.

1. Kandy South Depot

2. Bogambara Stadium Holding Bus Park

3. Dhammananda Mw Holding Bus Park

4. Bogambara Prison Front Holding Bus Park

Nuwerawela site, Deyannewela site and Mennikumbura Site were considered as alternative sites, due to the following reasons these sites were not considered as feasible for overflow parking for the transitional operation requirement.

Nuwerawela site

Accessing the Nuwarawela site would increase the level of bus movement along the very congested lake round and would have significantly added to the congestion around Lake road by creating new traffic at key intersections near Lake road. It would also contribute to heavy traffic congestion along Ampitiya Road. The site is also located 3km away from the city, and operators were not satisfied with the high level of dead mileage. For these reasons, Mennikumbura and Nuwarawela sites were not considered as feasible options for the transitional operation requirement.

Deyangewela site

Situated very close to the General hospital on W Gopallawa Mw, and would create a traffic congestion issue. This could jeopardize quick access to the hospital. Site currently used as a playground kept by the KMC. Considered one of the only playgrounds in the area and would not be accessible to residents during the construction period. Access to the site is also narrow.

Mennikumbura Site

Mennikumbura is located 4 to 5 Km away from Kandy city towards Katugastota. The bus movement and dead mileage travel would significantly increase. In addition to this increasing the level of bus movement in this area would create heavy traffic congestion created along Kurunagala Road and would increase traffic volumes on several major road links/intersections in the study area.

According to the conceptual design, scope of the Construction of Bus Parking Facilities at Kandy South Depot premises is as follows, Following development activities are proposed for the improvements of the Kandy south Depot in order to increase the parking area and facilitate for both CTB and private bus operators. a) Building No.01 (Fuel station) to be redesigned to pump fuel from both sides and to cater the private vehicles also.
