Convicted murderers back in court

The journey through

Sumter County courts con-

tinues next week for two convicted murderers who were both found guilty of two gruesome and differ- ent criminal cases that have lingered for years in the judicial system.

Both Carl Dausch and

Bill Paul Marquardt are

scheduled to appear in court on Tuesday, Feb. 28,before Circuit JudgeWilliam Hallman.

Marquardt, 35, is ex-

pected to learn whether he will spend the remainder of his life in prison or be put to death for the brutal

2000 murders of Margarita

Ruiz, 72, and her daughter

Esperanza Wells, 42.The women were in

Ruizs Tarrytown home

caring for a toddler-age family member when they were murdered.

During his trial last Oc-

tober, Marquardt, acting as his own attorney, wanted the judge, rather than the

jury, to determine his sen-tence. Marquardt wasfound guilty of two countsof first-degree murder inthe womens stabbing andshooting deaths and onecount of burglary.

Daush, 53, is in the

process of seeking a mo- tion for a new trial that will considered by Judge Hall- man on Feb. 28, according to Assistant State Attorney

Peter Magrino.

ber jury took less than anMarquardt

Police seek missing woman

Investigators are looking

for information on a St.

Catherine woman that has

been missing for nearly a month now. Authorities were first contacted about

47-year-old Lori Squire on

Sunday, Jan. 29, when her

husband called to let them know to be on the lookout for her and their vehicle ... a green 1997 Chevrolet

Blazer.

That same day, sheriffs

officials got a report of aburglary in progress in theCroom area when resi-dents saw a vehicleparked in a wooded area.

The car turned out to be

the Squires missing SUV, but it was empty, other than the handful of clothes

Mrs. Squire had taken

with her when she leftthree days earlier.

According to sheriffs of-

ficials and Mr. Squire, its not uncommon for her to pack some clothes and spend time away from home.

But Squire hasnt heard

from her since. The vehi-

cle was found in a remotewooded area and sinceher disappearance shehas not made any contactwith her family or friends, nor any financial transac-tions through her bank orcredit cards.

She reportedly has ties

to Webster, Bushnell and

Pasco County.

The first thing that wor-

ried me was where the car was found and how the car was found,Ž said her hus- band Tim Squire.

life and Ive never beenLori Squire Lori Squire, St. Catherine, has been missing for a month

A crowd of about 50 people,

including officials from the

City of Bushnell and Marion

County, gathered in Sumter-

ville earlier this week. The group came together for the

ACMS Class I landfill ground-

breaking. It was just after 9 a.m. Monday morning, with a

backdrop of heavy equipmentand flat land that officials andcompany executives and em-ployees lined up with shovelsand hard hats.

The facility is located just

east of Lake Panasoffkee in

Sumterville, on a nearly 800-

acre parcel of land that was annexed into the City of Bush- nell in 2009.

The Class 1 landfill will

allow a diverse range of waste

to be dumped including indus-trial waste, household andcommercial wastes and agri-cultural wastes from farmingoperations. The facility willalso be accessible for dumpingby sources inside and outsideof the county and the initialpermit is for construction on58.8 acres.

The facility was approved by

officials from the City of Bush- nell and Marion County.

Through the agreement, thecounty will pay $20 million for2.5 million tons of disposal ca-pacity in ACMSs landfill. Thefacility is expected to opennear the close of the 2012 cal-endar year, after some intense

construction including digging and lining cells, laying a leachate system, installing storage tanks, pumps and test- ing the system.

ACMS President Charlie

Dean, Jr. drew several laughsas he related the process ofgetting the landfill to its cur-rent stage. When the processwas still just a plan, he con-tacted then Bushnell councilmember Dale Barnes andasked to meet with him.Though Barnes didnt havetime for an actual meetingwith Dean, they literally metunder the oak tree.Ž DeanThe landfill"s first customer is Marion County

then focused attention on

City Manager Vince Ruano,

both men recalling that

Dean was told the city was

the city and Marion was the county.

As they followed the

process, the ACMS group moved forward with both the county and the city and committed to do all the right things,Ž including build a state-of-the-art fa- cility. He said they made sure they were open with the Department of Envi- ronmental Regulation and were very blessedŽ in the outcome. He said when people ask how he man- aged to succeed, he asks if they want the truth and then answers, Divine in- tervention.Ž

ACMS was successful in

selling the project idea to city officials after the

Sumter County Commis-

sion denied their proposal in 2008. When that pro- posal was discussed, nu- merous property owners voiced concerns about the impact the landfill would have on their property and the environment.

City Manager Vince

Ruano has said the city set

up a supplemental commu- nity trust fund in part to deal with potential envi- ronmental impact or legiti- mate adverse impact to property owners.

Part of the money

raised by landfill opera- tions can be used to fund other approved city proj- ects and part of the rev- enue is set aside to remedy any potential adverse im- pacts,Ž Ruano said.ACMS is expected to use about $9 million of the con- tract money to construct the facility.

As for Bushnell, the city

makes it gain by being paid

$2 for every ton that goes

into the landfill.Ž

That fee will increase,

according to the ConsumerPrice Index, but willnever exceed $3 per tonover the life of the land-fill,Ž Ruano said.

Since Sumter County

privatized operations and closed its landfill facility,

Bushnell has been hauling

its refuse to Groveland ...

making one to two trips perday, four times a week. Byproviding ACMS a site forits landfill, the city willgain a permanent locationwithin the county for dis-posal of its refuse while in-definitely adding money tothe community trust fund.

The facility is located on

County Road 529.
