MISSION FOR IRAQ

M ost of the EUJUST LEX team are based in the coor- dination office in Brussels. The Mission also has a small but vitally important liaison team in Baghdad. The Mission's team comprises of 29 seconded and contrac- ted personnel from 15 EU Member States, with diverse backgrounds, genders, ages and professional careers. They operate in close cooperation with the competent authorities (i.e. Ministries, institutions and course pro- viders in the EU) as well as with the national authorities in Iraq. The Baghdad Liaison Team and the Brussels Coordina tion Team contain experts from the three fields of ju dicial, policing and penitentiary services. Other team members specialise in human rights, training, security, administration, logistics, and other areas of support. International experience and cross-sector cooperation dominate the profiles of Mission team members and the Mission's achievements to date demonstrate pro- fessional competence, efficiency and commitment. The Mission's performance is guided by the following three key principles, which were set by the Head of Mis sion at the earliest planning session:

WHO/WHERE IS EUJUST LEX ?

Stephen White and Iraqi Prime Minister Nouri al-MalikiIn March 2005 Stephen White was appointed Head of

Mission. As a former senior UK police officer, he worked in 2003-2004 in Iraq as the Director of Law and Order and Senior Police Advisor to the Coalition Provisional Authority, based in Basra. He was responsible for es tablishing Southern Iraq's first regional police training academy and oversaw a range of reconstruction efforts in the criminal justice sector. During December 2004 and January 2005 he was the senior police expert on the EU's "Iraq Expert Team." From March 2005 he led the Mission's planning team and has been overseeing the implementation stages since the Mission launch in July

2005. His mandate as Head of the EUJUST LEX Mission

has been extended until the end of June 2009.

WHAT IS EUJUST LEX ?

UJUST LEX is one of the European Union's civilian

crisis management operations implemented under the auspices of the European Security and Defence Pol icy. Following an invitation from the Iraqi Government, the EU Council decided on 21 February 2005 to launch "EUJUST LEX - The EU Integrated Rule of Law Mission for Iraq". It was the first EU integrated rule of law mission, in that it addresses the criminal justice system (CJS) in an integrated, comprehensive fashion focussing on police, prosecutors, judges and prison managers. After detailed planning, the Mission's operational phase started on 1 July 2005. Building on the achievements of the first year, the EU Council's Political and Security Committee (PSC) approved an extension of the Mis sion until 31 December 2007. A third phase has since been approved taking the Mission's mandate up to

30 June 2009.

THE ROLE OF EUJUST LEX

E stablished to strengthen the rule of law and promote a culture of respect for human rights in Iraq, EUJUST LEX is designed to address the urgent needs of the Iraqi CJS. A series of integrated training activities take place in the EU. These events provide Iraqi judges, investigating magistrates and senior police and penitentiary officers with the opportunity to see and discuss best practice in

Europe in their respective professions.

The aims of EUJUST LEX are four-fold:

To promote collaboration within the Iraqi CJS

To provide professional development

opportunities for the Iraqi participants

To create strategic and technical partnerships

between the Mission and Iraq

To complement other international efforts

which support rule of law reforms in Iraq

EUJUST LEX ACTIVITIES

I n the first and second phases of the Mission, over 1400 high and middle-ranking Iraqi officials attended EU JUST LEX training sessions in many EU Member States. During the third phase, from January 2008 to June 2009, up to 750 participants are expected. Two types of cours es - Senior Management and Management of Investiga tion - were delivered in the first phase. Since then the Mission has been developing additional course curri cula. The EUJUST LEX courses, which Member States will pro- vide, cover:

Managing Murder Investigations

Public Order Management and Human Rights

Management of Training

Major and Critical Incident Management

Train the Trainer

Fair Trial and Human Rights (Juvenile Justice)

Financial Crime (Money Laundering)

Forensic Science (Serious Crime & Modern

Techniques of Investigation)

Senior Prison Leadership

Developing Prison Standards in a Human

Rights Framework

Strategies for Managing Vulnerable Prisoners;

Females, Juveniles and Ethnic Minorities

Contingency Planning and Crisis Management

The courses as well as a programme of 'work experience secondments' (in which Iraqis work alongside their EU counterparts for short periods), aim to meet the spe- cific needs of the different criminal justice sectors in Iraq, while maintaining a focus on human rights issues.

Other key themes include gender mainstreaming and

representativeness in the CJS.
