A"s International Bureau (or Secretariat), an

experienced team of legal counsel, case managers, and administrative staff of diverse nationalities headed by the P C A"s Secretary-General, provides full registry services and administrative support to tribunals and commissions. of communication between arbitrators and the parties in P C A-administered proceedings, provides general secretarial support, and ensures safe custody of documents. I t also and technical support at meetings and hearings, translation and interpretation, and assistance with travel arrangements. B ased primarily in the

Peace Palace in The Hague, the PCA

has spacious and well-appointed courtrooms, as well as several other meeting rooms, all of which are available not only to parties in P C

A-administered proceedings but also to

other tribunals wishing to hold their hearings at the Peace Palace. An additional hearing facility, comprised of a hearing room, several breakout rooms, and an arbitrator deliberation room, is available in T he Hague A cademy B uilding annexed to the Peace Palace. The PCA also provides facilities for hearings at various locations around the world pursuant to its Host Country A greements (“HC A s") in A rgentina, Costa R ica, I ndia, M auritius, Singapore, and South A frica. T he P C A provides a variety of appointing authority services. T he Secretary- G eneral of the P C A , upon the agreement of the parties, may act as appointing authority for purposes of appointing the members of an arbitral tribunal, ruling on

challenges to arbitrators, or deciding on fee arrangements. The Secretary-General is most often asked to act as appoint-ing authority under the UNCITRAL Rules but may act as

appointing authority under a variety of procedural regimes and national laws.

For example, the Secretary-

G eneral may be called upon by parties and tribunals in connection with appointing experts, mediators, conciliators, members of review panels, and commissions of inquiry. T he I nternational B ureau provides registry services for commissions of inquiry and conciliation commissions. of commissions of inquiry to resolve disputes arising from a “difference of opinion on points of fact" through impartial factual investigation.
