Statement on the COVID-19 Outbreak

On March 23, 2020, the County Board of Supervisors declared a public health emergency due to the 2019 novel coronavirus (COVID-19) outbreak, following the lead of the World Health Organization, United States and the State of Wisconsin. The Board also responded by establishing a General COVID-19 Plan, establishing a Plan for the Limited Closure of County and Town Operations, conducting virtual meetings, and restricting seasonal camping, among other things. The County also worked very closely with the Menom inee Tribe, Shawano County, Wisconsin Emergency Management, and other entities to help minimize the risk of viral contamination to residents of Menominee County. The County and Town of Menominee urges the public to take the virus seriously and to take a ll precautions necessary to safeguard the elderly, diabetics, those with compromised immune systems, and those with cardiovascular and respiratory illness. Steps the public can take to minimize spread of the virus include: Social distancing - staying at least six feet apart from other people; Washing hands often for a minimum of 20 seconds, especially after coughing and sneezing;

Covering your coughs and sneezes;

Disinfecting frequently touched surfaces;

Avoiding touching your eyes, nose, and mouth with unwashed hands;

Not shaking hands with others;

Avoiding close contact with people who are sick;

Staying at home when you are sick and self-quarantining as a precaution;

Avoiding non-essential travel;

Avoiding large gatherings consisting of 10 or more people; and

Wearing face masks while out in public.

There is still much that is unknown about the illness, especially the long-term health effects. Although many who are infected may experience no or mild symptoms, the illness has resulted in hospitalization and death for a segment of the population. The population at greatest risk include the elderly, diabetics, those with compromised immune systems, and those with respiratory illness, but the illness has caused serious medical complications for healthy and young people alike. Please heed the warnings provided by Menominee County, the Menominee Tribe, and public health officials. Thus far, our collective efforts to minimize viral spread seems to be working, but w e must remain vigilant. Once expanded testing for the virus or its antibodies, proven treatments and/or a vaccine becomes available, we can begin to reassess our collective posture on the measures we have taken to date. Until then, we cannot let our guard down. /s/

Overview:

The Administrative Coordinator's Office is responsible for (a) coordinating all administrative and management functions of the County and Town, (b) providing guidance and/or direction to departments of the County and Town, and (c) assisting the County and Town Board with its important policy development and oversight functions.

The office

consists of the Administrative Coordinator, who is appointed by the Board, and an Administrative

Assistant. Among the several areas these two

professionals work in include:

Administration of County and Town departments;

Budget development;

Development and implementation of County/Town Board directives; Creation, enforcement, and/or analysis of policies and procedures;

Grant administration;

Human resources and labor relations;

Administration of insurance program, including auto, property, general liability, workers compensation, unemployment compensation, health, life, short term/long term disability; and

Administration of payroll and benefits.

2019 Projects and Achievements:

Assisted the Board with a program redesign of the Emergency Management Department. Assisted the Board on its negotiations with the Menominee Tribe in the areas of Emergency 911,

Act 161, and fire protection.

Assisted the Board with its redesign of the Treasurer's Office and Register of Deeds Office.

Assisted the Board with negotiations on a new collective bargaining agreement with the Sheriff's Department.

Issued an RFP for the LP Pre-Buy program and issued a contract to the successful bidder. Conducted Health Risk Assessments (HRAs) of employees enrolled in the County's healthcare insurance program. The HRAs will help establish a baseline measurement of county employee's overall health and help measure whether its wellness initiatives are making an impact.

Helped the County and Town Board develop rules of procedure for use by boards, commissions and committees.

Developed County and Town budgets with the assistance of Finance personnel.

2020 Goals and Objectives:

Support the goals, strategies and recommendations contained in the Comprehensive Plan. Finalize work on the codification of county and town ordinances. Continue developing an Annual Report for the County and Town. With the assistance of Finance, develop an RFP for Banking Services and Auditing Services.
