As you know Bulgaria holds now the presidency of the Council of the European Union for 2 six months. Instead of discussing policies, priorities and strategies, the whole preparation 3 for the Bulgarian presidency was concentrated around payments and repairworks of an 4 old congress center in the capital of Bulgaria - Sofia. The repair of the congress center led 5 to big quakes in the leadership of the governing party cause different wings wanted to put 6 close to them construction companies in order to receive state money, of course, for prices 7 several times ove r the market ones. T he repair works started with forecast budge t at 8 around 5 mln. EUR and ended with 25 mln. EUR. Again the poorest country in the EU - 9 Bulgaria spend millions which went into private pockets of related with the prime-minister 10 people while having lowest salaries and pensions in Europe. 11We can share several facts about Bulgaria: 12
1. Bulgaria has the lowest salaries from all European countries. Even the Bulgarian 13

the capital of Bulgaria stating that: "Employees in the ministry of interior are paid 15 less than their colleagues in the EU. Their basic salary is only 340 EUR. 162. Bulgarian army pilots refused in December 2017 to pilot the military planes due to 17
lack of fuel and other materials and equipment. 183. Bulgarian firefighters often protest on the streets showing their equipment that they 19
have bought with their own, private money - equipment second hand - more than 2020 years old from USA and Canada. 21
4. Bulgaria has a ridiculous pension below the level of many "Third world" countries. 22
Bulgaria has 2 mln. pe nsioners f rom 5 mln. people pe rmanently residing in 23 Bulgaria. Half of them - 1 mln. people have pensions at the amount of 150 EUR per 24 month. Most of thes e people do not have acces s to central h eating, mo bile 25 communications and eat very little in order to survive. Fat Bulgarian pensioners do 26 not exist. 275. Year 2017 was the second after year 1945 (second world war) with lowest birth-rate. 28
Bulgaria is in world top-three countries for highest death rate, lowest birth-rate and 29 fastest decreasing of population. 306. Corruption in Bulgaria is concentrated in the government. Millions are stolen from 31
public tenders (for example - fence against migrants was constructed on the border 32 with Turkey - the forecast price was 10 mln. EUR and it finished at 100 mln. EUR. 33 Corruption on government level is the r eason for the great decrease of foreign 34 investments in Bulgaria - lowest level from 10 years was in 2017 and corruption in 35 government and prosecutors office is the reason why Bulgaria is not in Schengen 36 zone. 377. In the first days of new year 2018 were conducted several public murders one of 38
which was done at 10 a.m. in Sofia. A close partner of the prime-minister was shot. 39 They were partners in drug smuggl ing and f orced insurance op erations in the 401990s. In December a notorious corrupted National revenue agency local manager 41
was killed in Sofia from people who he has racketeered. 428. Young people of Bulgaria go out of the country due to low salaries and corruption. 43
Many educated young people speak on our meetings and they say that they love 44 Bulgaria, agree to be paid less, but when they see on the TV the face of our prime-45 minister and listen to his propaganda the get demotivated. The c urrent prime-46 minister is 10 years on power and the social, economic and infrastructure situation 47 in Bulgaria is becoming worse and worse. 489. Boyko Borissov is the name of the Bulgarian prime-minister. A former bodyguard 49

international visits - knowing not a single w ord in Englis h, looking at this 52 smartphone during important mee ting, travelling thr ough countries just for 53 holidays. While other governments meet and agree mutual trade, investment and 54 employment projects our prime-minister just smiles and hugs people for photos. 5510. Media freedom in Bulgaria is limited. Bulgaria is on 109
th place from 180 countries 56 for 2017. Last place from all EU cou ntries. The pri me-minister Boyko Borissov 57 through his political parther Delyan Peevski controls almost all of the newspapers 58 as well as Bulgarian national television and the second biggest private TV channel. 59 Bulgarian live in two parallel media worlds. While prestigious foreign medias such 60 as "Guard ian", "Zeit", "Journal du dimanche ", "ZDF" , "France press" pre sent 61 Bulgaria as poorest and m ost corr upted on high politi cal level c ountry in EU, 62 Bulgarian medias explain how many millions have spent the "rich" Bulgarian 63 citizens for Christmas presents, or present the great international success of the 64 prime-minister. 65 We can give more and more examples about the bad situation that Bulgaria is in but it is 66 more important, that we, the young Bulgarian socialdemocrats an d socialists, want 67 international support for: 681. Informing all your members and mother political parties about the critical situation 69
in Bulgaria. 702. The current government of Bulgaria engagers the EU core values and principles. 71
Corruption, poverty, local feudalism, media monopoly, low level of interior security 72 and of borde r sec urity are some of the key and typical features of t he curren t 73 government with prime-minister Boyko Borissov. Some of his public stated opinions 74 and ideas was the including the western Balkan countries can replace the negative 75 effects of Brexit show you the intellectual potential of the prime-minister and his 76 government. 773. We strongly believe that IUSY Congress is a hugely influential platform and the 78
