What is compiler error cs0006 in DevExpress V19?

We have installed new version of DevExpresss v19.2. when checked in the source code there are no old references in project.
Please guide on getting rid of this error.

From time to time error CS0006 (saying that some metadata file could not be found) pops up and build fails.
The solution contains C# and MC++ projects, but this error concerns C# projects only (as far as I can understand).
Types of all projects are Class Library (no ASP.NET projects).
