2. natural disasters and lack of public order

So although the policy wording sets itself implicit peaceful goals, the primary focus of (European) crisis management falls on controlling the behaviour of the parties involved and their destructive outcome.
Absent this understanding, there is no consensual agreed-upon meaning for crisis management within the European framework.
