Do Architects have to issue a bulletin before a contract is signed?

Absolutely! Bulletins are issued only prior to the award of a contract Once the contract has been accepted and is underway, then ASI, CCD, PRs, etc. are issued by the architect in agreement with the owner.
Any of those instruments, issued after the contract is signed, should be with the full consent and approval of the owner.
